'Chungnam-type Farmer and Fisherman Allowance' Passes First Hurdle... Chungnam Provincial Council Standing Committee Approval
[Asia Economy Reporter Jeong Il-woong] The ordinance regarding the payment of the Chungnam-type Farmer and Fisherman Allowance has passed the standing committee of the Chungnam Provincial Council. This means it has passed the first hurdle for the enactment of the ordinance.
On the 20th, the Agriculture, Economy and Environment Committee of the Chungnam Provincial Council (hereinafter referred to as the Agri-Eco Committee) announced that it had approved a revised ordinance on the support for the Chungnam Farmer and Fisherman Allowance at the '317th Extraordinary Session 3rd Meeting' held the previous day.
Prior to the review of the ordinance, the Agri-Eco Committee held a meeting with the ordinance petitioners, including the National Farmers' Federation Chungnam Branch, to discuss measures for the practical improvement of farmers' and fishermen's income, and decided to approve the revised ordinance.
The revised ordinance includes provisions to form a Farmer and Fisherman Allowance Deliberation Committee consisting of 20 appointed members with rich field experience to benefit farmers and fishermen, and stipulates that if the allowance is fraudulently received, it must be reclaimed from the time of receipt and payment will be restricted for five years.
Meanwhile, the Farmer and Fisherman Allowance is being newly introduced to address the deepening income gap between urban and rural areas and the problem of rural depopulation.
Earlier, in December last year, Chungnam Province signed an agreement at a local government meeting with the heads of 15 cities and counties to agree on the payment of the Farmer and Fisherman Allowance.

The agreement's main point is to provide the allowance to approximately 165,000 households, including farms, forestry households, and fishing households, who have registered as agricultural and fishery management entities and have resided for more than one year. The province will bear 40% of the support fund, and the cities and counties will bear 60%, with the specific support scale to be decided through future consultations between the province and the cities and counties.
