Central Disease Control Headquarters Discuss Vaccine and Treatment Development... Daegu City Requests Government Support
On the morning of the 19th, amid reports of numerous confirmed cases of the novel coronavirus infection (COVID-19) in the Daegu area, the emergency room of Kyungpook National University Hospital in Jung-gu, Daegu, was closed.
[Asia Economy Reporters Choi Daeyeol, Kim Heungsun, Lee Jungyoon] On the 19th, 15 new cases of the novel coronavirus infection (COVID-19) were confirmed in a single day, marking the beginning of widespread community transmission. Asymptomatic or mildly symptomatic patients engaged in community activities before realizing their infection, spreading the virus to others and causing numerous unspecified infections.
Health authorities have decided to establish a system for early detection and treatment of patients at the initial stage in preparation for the possibility of further community spread. Until now, efforts were concentrated on blocking the influx from China, the outbreak origin, and managing existing patients and their contacts. Going forward, the strategy is based on the premise that cases can occur anytime and anywhere, aiming to minimize damage.
Daegu Reports 14 Cases in Two Days, Signaling Community Spread
According to the Central Disease Control Headquarters and Daegu City, 15 new confirmed COVID-19 cases were identified on this day. Including the existing 31 patients, the total number of domestic cases rose to 46. The number of new cases exceeding 15 in a single day is the highest since the first case was confirmed on January 20.
Eleven of the new cases are linked to patient number 31 confirmed the previous day, while investigations are ongoing for the remaining two. Patient 31 is the first to have infected more than 10 people. Additionally, the daughter of patient number 20, who was confirmed positive on the 5th, also tested positive and has been isolated. At 11 years old, she is the youngest confirmed case in the country so far. A patient from Seongdong-gu, Seoul (77-year-old male) reportedly has no history of overseas travel.
After patient number 28 was confirmed on the 10th, no new cases emerged for six days, leading to speculation that the situation was calming down. However, the emergence of patients with unclear infection routes has raised alarms among health authorities. Most of the newly confirmed patients are believed to have been actively engaged in social activities without undergoing testing, as they were unlikely to suspect their infection. This raises concerns about widespread community transmission.
Daegu Mayor Kwon Young-jin stated at a briefing, "COVID-19 has already deeply penetrated the community, and local governments like Daegu City have limitations in overcoming this on their own." He earnestly requested, "We ask for the dispatch of a special task force at the central government level, necessary epidemiological investigations, medical support, securing negative pressure rooms, administrative and financial support, and a shift in countermeasures." Daegu City, which reported 14 cases in two days, is preparing an emergency response system.

According to the COVID-19 Central Disease Control Headquarters, a public-private expert advisory meeting led by the National Institute of Health was held on this day to discuss the development of diagnostic kits, treatments, and vaccines for COVID-19. The National Institute of Health, an organization under the Korea Disease Control and Prevention Agency leading the response, convened with public health officials and private experts from vaccine societies and biopharmaceutical associations. Prior to this, on the 17th, the government announced a call for research projects involving medical professionals, academia, pharmaceutical, and bio companies to secure antibody resources and develop treatments and vaccines.
This movement reflects a proactive approach based on the high likelihood that COVID-19 will sporadically occur across communities or continue to circulate for an extended period. Similar to seasonal influenza, the goal is to establish a constant surveillance system and a treatment framework that activates immediately upon case detection. Since the entire population essentially lacks immunity to this new infectious disease, vaccine development for immunization is expected to gain momentum.
When the novel influenza A/H1N1 2009 (swine flu) emerged in North America and spread to Korea causing numerous cases, health authorities raised the infectious disease alert to "caution" in July when cases exceeded 300, and actively pursued damage minimization strategies. After domestic deaths occurred, antiviral medications were administered primarily through medical institutions and designated pharmacies.
Initially, high-risk groups or patients with pneumonia and other complications were prescribed antivirals proactively before progressing to severe illness. As cases surged, the criteria were relaxed to allow antiviral prescriptions for all acute respiratory patients based on physicians' judgment. For COVID-19, diagnostic testing is currently recommended for patients with unexplained pneumonia, and many private hospitals also offer testing to facilitate early detection. If cases increase sharply, more active measures in treatment and prescription are expected.
