Gyeonggi-do to Ease Eligibility Criteria for Basic Livelihood Security Recipients
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province is significantly easing the selection criteria for basic livelihood security recipients.
On the 6th, Gyeonggi Province announced that in order to increase the number of basic livelihood security recipients, it will relax the selection criteria by ▲raising the livelihood benefit selection standard ▲applying earned income deductions ▲increasing the basic property deduction amount ▲easing the criteria for obligated supporters.
First, the province raised the livelihood benefit selection standard by 2.94%, from an income recognition amount of 1,384,000 KRW or less for a four-person household last year to 1,424,000 KRW or less this year.
Additionally, for the first time in 20 years, a 30% earned income deduction was applied to working-age (25-64 years old) livelihood benefit recipients, strengthening the earned income deduction for working recipients.
The basic property deduction amount (the property value excluded from asset calculation) applied when selecting livelihood benefit recipients was eased from 42 million KRW to 42 million KRW, and the recognized limit for residential property was relaxed from 68 million KRW to 90 million KRW.
Considering the characteristics of recipient households, if there is a severely disabled person in the household, the livelihood benefit obligated supporter criteria do not apply.
In addition, the province lowered the support cost imposition rate, which was previously applied differently to sons and unmarried daughters and married daughters, to a uniform 10%, and reduced the income conversion rate of property for obligated supporters from the existing 4.17% to 2.08%, a 50% reduction, when selecting livelihood benefit recipients.
Gyeonggi Province expects that the relaxation of the selection criteria for basic livelihood security recipients will broaden the scope of support for crisis households struggling to make a living within the province.
Lee Byung-woo, Director of the Welfare Bureau of the province, said, "To prevent tragedies like the death of a family of three due to hardship in an apartment in Gimpo in early January this year, we decided to expand the number of recipients by easing the selection criteria for basic livelihood security recipients," and emphasized, "We will actively strive to ensure that residents experiencing hardship are not left in welfare blind spots."
