The Committee on Autonomy and Decentralization Announces 2020 Work Plan
Kim Soon-eun Reappointed as Chairperson for the 2nd Term
[Asia Economy Reporter Lee Hyun-joo] The Presidential Committee on Autonomy and Decentralization announced on the 3rd that it will focus on institutionalizing autonomy and decentralization through this year's work plan.
The committee plans to actively promote the passage of the full revision of the Local Autonomy Act and the amendment of the Police Act in the National Assembly this year as well.
Along with this, it will actively promote the enactment of the Second Local Transfer Comprehensive Act to transfer central government authority to local governments, prepare the second phase of legislative decentralization measures, and address seven major tasks including educational autonomy and local autonomy.
The committee plans to strengthen international exchange and cooperation by signing a memorandum of understanding with the Organisation for Economic Co-operation and Development (OECD) in June and holding international conferences to study fiscal decentralization and autonomy systems in advanced countries. In addition, it will establish a proactive response system to administrative environmental changes such as demographic shifts due to low birth rates and aging, regional imbalances, and the advent of an artificial intelligence (AI) society.
The second-term committee will be launched after the appointment by the president once the six presidential appointees, ten National Assembly members, and eight representatives from the four major local councils are confirmed according to the Special Act on Autonomy and Decentralization.
