Government Operates Task Force for 3 Major Digital Innovation Strategies... "Data Government Service Innovation"
Promotion of Subordinate Legislation Revision Following the Amendment of the Three Data Laws
[Asia Economy Reporter Jin-gyu Lee] The government is forming and operating a "whole-of-government task force (TF) for the three major digital innovation strategic sectors" to accelerate digital innovation across the economy and society.
According to the Ministry of Science and ICT on the 16th, the whole-of-government TF will identify and swiftly implement tasks related to ▲ the revision of subordinate laws following the amendment of the three data-related laws ▲ innovation in government services based on data ▲ and overall innovation in the digital media industry based on data and artificial intelligence (AI).
The TF plans to find policy measures to ensure that the public experiences the benefits of safe data utilization and that the effects of the amendment of the three data-related laws take root in the field. It will expand data accumulation and opening in various areas, focusing on sectors expected to be significantly impacted by the amendment of the three data-related laws, such as finance and healthcare, and prepare systematic and safe utilization methods.
To enable safe use of data, tasks and functions related to personal information will be unified under the Personal Information Protection Commission, and measures to strengthen information protection, such as enhanced management and supervision and development of security technologies, will also be explored.
Based on the TF discussions, a "Data Economy Revitalization Plan" will be prepared by February, and the TF will be regularly operated thereafter to monitor the implementation of policy tasks. By March, a concrete blueprint for digital government innovation will be prepared, and in the second half of the year, a mid- to long-term whole-of-government digital transformation roadmap will be established.
In addition, in response to the global media industry restructuring, the plan is to innovate media platforms by leveraging the competitiveness of Hallyu content and networks, and to promote innovation across platforms, content, and networks based on data and AI to establish a virtuous cycle structure in the media ecosystem.
A minimum regulation principle will be established for newly growing domestic internet media companies to build a private sector-led innovation foundation, and support for the production of various contents will be expanded to nurture Hallyu content with global competitiveness. Networks will be advanced so that many users can easily enjoy high-quality, large-capacity content, and fair competition conditions among companies will also be created. A "Digital Media Ecosystem Development Plan" will be announced jointly by relevant ministries by March.

Meanwhile, the TF will be operated as a close cooperative system among relevant ministries and private experts, centered on the Science and Technology Advisor Office of the Presidential Secretariat. The newly established Digital Innovation Secretary will take on the comprehensive coordination role for policy tasks identified through the TF operation.
