Why Was a 'Urban Regeneration Village Manager' Assigned to Muk 2-dong, Jungnang-gu?
Recruitment of 'Urban Regeneration Village Managers' to Maintain Muk2-dong as a More Pleasant Environment... Contributing to Resident-Participatory Urban Regeneration Projects Where Residents Themselves Cultivate the Village Through Various Activities Such as Garden Management, Community Activities, and Environmental Improvement
[Asia Economy Reporter Jong-il Park] Jungnang-gu (Mayor Ryu Kyung-gi) has started hiring and placing ‘urban regeneration village managers’ in Muk 2-dong, an urban regeneration activation area, from this year to maintain Muk 2-dong in a more pleasant environment and beautify it.
The district hired village managers to establish the foundation for a village management cooperative that allows residents to manage the village themselves and to improve the village environment, which is the living space of the residents.
Jungnang-gu is the first district in Seoul to have village managers related to urban regeneration projects, and plans to expand the operation of village managers to other urban regeneration areas within the district in the future.
Village managers will perform various roles such as ▲ creating and managing village gardens including alley greening ▲ managing public facilities such as green spaces along the Jungnangcheon embankment ▲ mural projects on walls, fences, and parking lot shutters ▲ village environment improvement projects including management of habitual illegal dumping areas ▲ operation and management of community shared facilities ▲ supporting subcommittee activities and community activities.
Muk 2-dong was developed in the early 1970s as a low-rise residential area centered on detached houses, and the need for urban maintenance has been steadily raised due to aging houses and the decline of alleyway commercial districts. In response, residents united with the intention of ‘urban regeneration’ to revive Muk 2-dong.
The district established an Urban Regeneration Support Center and actively promoted urban regeneration through operating the Urban Regeneration University and Rose School, leading to active resident participation. Residents also formed a resident council to strengthen resident capabilities.
Based on these efforts by residents, Muk 2-dong was selected as a Seoul-type urban regeneration activation area in 2017 and a Ministry of Land, Infrastructure and Transport Urban Regeneration New Deal area in 2018, securing project funds of 10 billion KRW and 15 billion KRW respectively.
In November last year, the urban regeneration activation plan was also officially announced.
Going forward, the district plans to use the secured budget of 25 billion KRW to revitalize the village community by establishing facilities such as the Youth Culture Development Center, Rose Village Family Library, and Senior Citizen Culture Center.
Additionally, efforts will be made to secure the walking and housing rights of socially vulnerable groups and improve alleyway landscapes. A remodeling of the children’s library is also planned with a budget of 2 billion KRW secured through the 10-minute neighborhood living SOC project.
To systematically support urban regeneration, the district newly established the Urban Regeneration Division last October and is promoting various urban regeneration projects to improve residential environments and restore alleyway commercial districts. With the hiring of village managers, it is expected to strengthen efforts to create an environment where residents manage the village themselves and carry out various urban regeneration tasks such as improving residential environments and restoring local communities.

I am confident that with full administrative and financial support, Muk 2-dong will become a representative resident-participatory and Jungnang-type urban regeneration model in Seoul.”
