Integrated All-Army Situation Response Training Starts Today... Preparing for North Korea's Low-Intensity Provocations

View original image[Asia Economy Reporter Yang Nak-gyu] As tensions in the North Korean situation escalate with North Korea mentioning 'new strategic weapons,' the military is entering a 'Integrated Situation Response Exercise' to strengthen its readiness posture. The Integrated Situation Response Exercise is a command post exercise (CPX) that assumes provocations by North Korea and checks the readiness posture of the entire military, signifying an enhancement of our military's solo training.
According to government officials on the 7th, "Chairman of the Joint Chiefs of Staff Park Han-ki instructed on the 6th that the entire military must improve the usability of key weapon systems in preparation for localized provocations and anti-infiltration operations."
The military assesses that North Korea is more likely to carry out low-intensity provocations rather than high-intensity provocations such as intercontinental ballistic missiles (ICBM) or submarine-launched ballistic missiles (SLBM). This is why the Joint Chiefs of Staff assigned scenarios of low-intensity provocations rather than high-intensity provocations in the Integrated Situation Response Exercise starting today.
Defense Minister Jeong Kyeong-doo also said in a morning interview on Defense FM's 'Defense Plaza' that "North Korea is increasing its military activities, and accidental military clashes with neighboring countries remain a constant risk," adding, "Please maintain the highest combat readiness by conducting realistic training centered on commanders at each unit level while closely monitoring North Korea's recent military trends."
The Joint Chiefs of Staff are also monitoring the possibility of terrorism targeting U.S. Forces Korea in relation to the Iran situation. Chairman Park instructed, "Keep in mind the possibility of terrorism against U.S. Forces Korea bases, share information with intelligence agencies such as the National Intelligence Service, and share information on vulnerabilities with the U.S. military." Recently, it has been identified that the terrorist group 'Uzbek Independence Unit,' which has about 700 members mainly from Central Asia, is active domestically. This group follows the Islamic State (IS), so domestic terrorism cannot be ruled out.
The military plans to strengthen small-scale battalion-level combined exercises this year. Instead of the three major large-scale exercises that North Korea opposes?Key Resolve (KR), Foal Eagle (FE), and Ulchi Freedom Guardian (UFG)?the military intends to increase the scale and frequency of solo training. The ROK-U.S. alliance is preparing combined mine warfare training, combined rescue training, combined flagship training, combined anti-submarine warfare training, and maritime special operations (MC-SOF) starting from April this year. Furthermore, the ROK-U.S. Marine Corps plans to conduct more than 22 tactical unit-level field maneuver exercises called 'KMEP' this year.
If North Korea carries out provocations crossing the 'red line' early this year, the scale of combined exercises could also be significantly expanded. Within the U.S., there are concerns about the reduction of ROK-U.S. combined exercises, along with voices calling for resuming combined exercises if necessary.

U.S. Secretary of Defense Mark Esper, on the 2nd (local time), emphasized that a 'political agreement' for North Korea's denuclearization is the top priority but also hinted at the possibility of reviewing the resumption of ROK-U.S. combined exercises. Appearing on MSNBC, Secretary Esper stated, "We will watch what happens over the next few months," indicating that the resumption of combined exercises would be considered depending on North Korea's actions. Although he did not specify under what circumstances the combined exercises would be resumed, it is presumed to be in response to North Korea's missile launches.
