At the first expanded executive meeting of the year on the 6th, Superintendent Jang emphasized, “We will boldly revise personnel-related regulations and innovate all related practices to ensure organizational stability while injecting vitality and dynamism.”
Superintendent Jang Seok-woong said, “The most difficult task since becoming superintendent has been personnel management,” and lamented, “The regulations for teachers and professional staff are complex and tightly structured, making it difficult to exercise the superintendent’s personnel authority.”
He reiterated, “Personnel decisions are relative and cannot satisfy everyone, and I will not be obsessed with personnel that pleases all.”
In particular, he added, “The personnel system must support gathering the elite of Jeonnam education. We must select dedicated and capable individuals and create a dynamic personnel system that motivates those who work hard to invigorate the field.”
Following Superintendent Jang Seok-woong’s announcement, the provincial education office plans to change regulations by comparing and analyzing scores through a system and convert personnel selections accordingly.
Kim Wan, Head of the Teacher Personnel Division, said, “We plan to form a personnel research committee by April and implement the personnel revision around September. Going forward, we intend to select capable individuals suited to the frontline school situations rather than relying on scores and academic records, and place them appropriately.”
Along with this, news that personnel regulations for general staff are also expected to be revised has caused some unrest among general staff employees.
Some employees expressed concerns, saying, “Personnel regulations based on a system are strict but objective and transparent. While personnel selection has advantages, it also has dual aspects that cause worry.”
