On May 21, President Lee Jae-myung ordered the swift completion of legislative measures to fundamentally eliminate both the statute of limitations for criminal prosecution and the expiration period for civil damage claims concerning state violence crimes. He also stated that all available means should be mobilized to strongly punish the spread of malicious false or manipulated information, such as allegations of North Korean military involvement in the May 18 Democratization Movement, as well as acts that glorify state violence crimes or insult victims.

President Lee further emphasized that state violence crimes must not be treated by the same standards as ordinary crimes. He said, "Considering the harm and lasting impact they inflict on our community, it is unjust to treat such crimes on the same footing as others," adding, "Even now, responsibility is being pursued and compensation paid for Nazi war crimes."
He also addressed the fact that related legislation was nullified by a presidential veto during the Yoon Suk-yeol administration. President Lee stated, "You may recall that the bill passed the National Assembly once before, but was nullified by a veto under the previous administration," and stressed, "We must promptly finalize legislative measures to fully eliminate both the statute of limitations for criminal prosecution and the expiration period for civil damage claims for state violence crimes."
He also called for efforts to restore victims and clarify accountability. President Lee said, "The national-level compensation system necessary for victim recovery must also be established quickly, and the cancellation of medals and honors granted to those involved in state violence should be expedited."

He continued, "Because such efforts have been insufficient, poisonous mushrooms have sprung up in our society that glorify state violence and mock or insult victims," and added, "I ask everyone in our society to come together so that thorough investigation into state violence crimes and careful support for victims can open the door to truly just integration."

President Lee also directed the rapid reform of systems to address false manipulated information and exaggerated advertisements that utilize artificial intelligence (AI) technology. He pointed out, "Recently, the flood of false and manipulated information and exaggerated advertisements abusing AI technology is causing significant harm to people's everyday lives," adding, "The scale and seriousness of damage is increasing as fake models and experts created with AI deceive consumers or the spread of false images wastes administrative resources."
President Lee continued, "We must carefully fill in institutional gaps so that people can use AI with confidence and so that this can drive the development of the artificial intelligence industry," and asked officials to "accelerate the revision of relevant laws and systems, such as expanding the AI labeling obligation to indicate AI-generated content or strengthening relief systems for consumer damages."

Regarding the second round of high oil price support payments that began last Monday, he instructed officials to minimize public inconvenience.
