Rezoning Accelerates 2nd Sejong Cultural Center in Yeouido... Namsan Urban Regeneration Plan Established

View original imageThe rezoning required to advance the construction of the 2nd Sejong Cultural Center within Yeouido Park in Seoul has been approved.
On May 21, the Seoul Metropolitan Government announced that the 8th Urban Planning Committee had convened and approved, as originally proposed, the urban management plan (zoning change) for a portion of Lot 2 in Yeouido-dong, Yeongdeungpo-gu.
This decision is aimed at supporting the construction of the 2nd Sejong Cultural Center within Yeouido Park to provide a large-scale public performance venue and support cultural and artistic activities. The plan includes changing the 39,500-square-meter construction site from a natural green area to a Type 2 General Residential Zone.
The rezoning was pursued to strengthen Yeouido’s urban functions and expand the park’s role as a cultural and leisure space, by reorganizing Yeouido Park into an urban cultural park and ensuring systematic land use management.

View original imageIn addition, the Urban Planning Committee approved the establishment plan for the Namsan Area Urban Regeneration Activation Plan.
The target area covers approximately 3.29 million square meters, including Namsan, Myeongdong, and Yejang-dong. The core objective is to create Namsan as a hub of urban vitality in central Seoul and to invigorate the surrounding area. Furthermore, the plan aims to expand the floating population and consumer activity from Namsan to nearby areas such as Hoehyeon-dong, Pil-dong, and Jangchung-dong, thereby contributing to the revitalization of adjacent neighborhoods.
The Namsan Area Urban Regeneration Activation Plan consists of a total of 15 projects across four areas: vitality, connectivity, restoration, and experience. The city plans to implement eight initial “priming” projects, investing 1.93 billion won in stages after the official announcement in the second half of 2026, and laying the foundation for revitalizing the Namsan area by 2031.
Meanwhile, the committee also approved, as originally proposed, the decision (change) for the urban planning facility (school) and detailed facility construction plan for Kookmin University in Jeongneung-dong, Seongbuk-gu. With this decision, a new 5th campus can be established on the vacant land opposite the main campus, including the construction of a new “Educational Research Building” with a total floor area of approximately 10,000 square meters (from four basement levels to four floors above ground).

The Educational Research Building will include a gymnasium, and departments related to the College of Physical Education, previously dispersed, will be consolidated in one location. In addition, the plan includes new stairway improvements and the installation of elevators. Construction of the Educational Research Building is scheduled to begin in October this year, with completion targeted for November 2028.
