The city has stepped forward to support vulnerable individuals isolated in blind spots.
Gumi City in North Gyeongsang Province is conducting a focused outreach survey throughout the month of May 2026 to identify households at risk of loneliness or isolation early and to strengthen tailored support.
This survey is being carried out alongside a full-scale reassessment of the risk levels among existing managed households. The city plans to assess the risk of isolation among approximately 1,200 households, including those identified through a crisis information-based system, residents in areas with a high concentration of studio apartments, young and middle-aged adults, and those reported by residents.
The survey utilizes the Ministry of Health and Welfare's "Risk Assessment Tool for Solitary Death." By comprehensively evaluating ten indicators such as the degree of social isolation and living conditions, the city will identify high-risk groups and manage them systematically.
Households found to be at risk will receive individualized support, including regular well-being checks, connection to care services, and programs to foster social networks.
Even if households do not respond to the survey or are difficult to contact, the city will pursue both priority support and ongoing monitoring if the potential for crisis is identified, striving to minimize blind spots.
Gumi City also operates a continuous identification system for isolated households and is working to establish a preventive welfare safety net. The city has expanded non-face-to-face care functions through services such as the Well-being Care Package mail service and the Gumi AI On-Care program. Additionally, it operates the "Happiness Task Force" one-on-one matching project and a 24/7 smart care integrated control and dispatch system year-round.

Jung Sung-hyun, Acting Mayor of Gumi City, stated, "It is most important to identify citizens with weak social connections early and to quickly link them to the necessary welfare services," adding, "We will establish a meticulous management system to ensure that no citizen is left isolated or marginalized."
