Gangseo District Mayor Candidate Ginhyoon Jin to Promote Construction of "Gangseo MCT Citizen Plaza" on Citizen Hall Site
Meeting Held with Resident Representatives from Nine Apartment Complexes

Ginhyoon Jin, candidate for Mayor of Gangseo District from the Democratic Party of Korea, announced on May 14 that he held a meeting on the afternoon of May 13 with the resident representatives of nine apartment complexes near the site of Citizen Hall to discuss plans for utilizing the Citizen Hall site.

View original imageThe meeting was organized at the request of the resident representatives' council to gather opinions regarding the inconvenience caused by restrictions on access and use of the Citizen Hall site, as well as to discuss future usage plans.
The representatives stated, "Since the Citizen Hall site is a public asset owned and managed by Seoul Housing & Communities Corporation (SH), it should be prioritized for public use and for promoting residents' welfare." They added, "Currently, the fence installed at the front of the site restricts residents' access and use, infringing upon their right to mobility and to the residential area." They further pointed out, "Relevant agencies such as SH have not sufficiently disclosed their development and utilization plans for the site to residents," and requested, "We ask that the site be developed primarily as public facilities such as the originally planned Citizen Hall, library, and cultural, sports, and welfare facilities."
Candidate Jin said, "Originally, the Citizen Hall site was intended to be used for public cultural purposes as part of Seoul City's 2019 initiative to establish 'regional Citizen Halls.' However, after Mayor Sehoon Oh took office, projects pursued under the previous mayor were scrapped, and ultimately, the plan to build the Citizen Hall was finally canceled in 2024." He continued, "Since the project was canceled, no clear utilization plan has been presented, and the site has effectively been left idle."
Jin explained, "At the Gangseo District level, we are currently conducting a 'Basic Plan and Feasibility Study for the Use of Undeveloped Land in Magok District' to determine the optimal way to utilize the Citizen Hall site," and added, "We are well aware that residents hope the site will be developed into community facilities such as a library and sports center, as originally planned."
He added, "My campaign pledge includes the construction of the 'Gangseo MCT (Magok Culture & Tech) Citizen Plaza,' which would significantly expand community facilities beyond what is currently being studied. I will work closely with Jeong Won-oh, the Seoul mayoral candidate, to swiftly normalize the project, and do my best to create a space that residents can truly benefit from as soon as possible."

Meanwhile, on the morning of May 14 at 9 a.m., Jin officially registered as a candidate with the Gangseo District Election Commission. This is his first official term election since being elected in a by-election in October 2023. For the 9th popularly elected administration, Jin has proposed three major future visions: "an AI Innovation Economy City," "a Balanced Growth City," and "a Safe Welfare City." The development of the Citizen Hall site is included as a detailed task under the "Balanced Growth City" vision.
