Announcement of the Digital Inclusion and Well-Aging Action Plan
Chosun University held a special meeting of the World Human Rights Cities Forum to discuss the direction of community-based digital inclusion policies, focusing on the digital access rights of older adults and well-aging human rights in the era of AI.

This special meeting, co-hosted by the Chosun University Human Rights Center and the Glocal University Promotion Group, with support from the Gwangju International Center and the Chonnam National University Human Rights Center, was organized under the theme "AI Era, Well-Aging Human Rights and Digital Inclusion." The event provided a forum to discuss digital access rights for older adults in a super-aged society and policy directions based on human rights.
At the event, Hee Sook Kang, Executive Vice President of Chosun University, delivered a welcoming speech, and Yong Soo Park, Director of the Gwangju City Bureau of Democracy, Human Rights, and Peace, offered congratulatory remarks to celebrate the opening of the special meeting.
The keynote presentation was delivered by Kyung Goo Shin, Head of the Gwangju International Center, who emphasized the need for a human rights-based approach to ensure dignity, self-determination, and social participation for older adults amid the spread of AI and digital technologies, and outlined the direction for well-aging.
The following discussion session was moderated by Seong Bae Jeong, Director of the Chosun University Human Rights Center. Participants included Young Ae Choi, President of the Gwangju Elderly Welfare Facilities Association; Jong Min Park, Director of the Gwangsan-gu Social Prescription Health Management Center; Hyo Chul Ahn, President of the Gwangju City Social Welfare Council; and Sofia Palli, Human Rights Officer at the United Nations Office of the High Commissioner for Human Rights (OHCHR). They shared diverse perspectives on guaranteeing digital access rights for older adults, bridging the digital divide between generations, and the human rights direction of AI-based care services.
This special meeting was especially significant as it presented a human rights-based cooperation model that connects Gwangju City's human rights city policies with Chosun University's well-aging specialization strategy within the Glocal University Project, fostering collaboration between the local community and the university.
In addition, the Chosun University AI Well-Aging Human Rights Governance Team announced the "Jeonnam-Gwangju Digital Inclusion and Well-Aging Action Plan," based on the values of dignity, inclusion, solidarity, and responsibility, to ensure that the advancement of AI technologies does not lead to the exclusion of older adults as the launch of the Jeonnam-Gwangju Integrated Special City approaches.
Heung Joong Kim, Director of the Chosun University Institute for Human Rights and Ethics, said, "This special meeting is highly significant as Chosun University has established a policy foundation for human rights as it moves forward as a leading university specializing in well-aging within the Glocal University Project."

Seong Bae Jeong, Director of the Chosun University Human Rights Center, stated, "This special meeting served as a meaningful forum for collective consideration of the lives and human rights of older adults in the AI era," adding, "We will continue to advance well-aging discussions centered on human rights in collaboration with the local community."
