Gwangju City and Jeonnam Province are set to begin the process of consolidating local regulations in preparation for the launch of the Jeonnam-Gwangju Integrated Special City on July 1. Starting from the 13th, both local governments will sequentially issue legislative notifications for the integrated local ordinances and gather feedback from residents and relevant organizations.
On the 12th, Gwangju City and Jeonnam Province announced that they would consolidate the current 824 local ordinances into 512 integrated special city ordinances, and abolish 179 ordinances that are similar, redundant, or have low effectiveness.
The legislative notifications this time pertain to local ordinances that will be given priority and applied immediately upon the launch of the integrated special city. On the 6th, both governments held a joint review and examined 2,453 existing ordinances, as well as matters delegated by the "Special Act on the Establishment of the Jeonnam-Gwangju Integrated Special City," classifying them into those to be enacted, abolished, or subject to phased consolidation.

View original imageThe integrated ordinances will cover matters necessary for administrative operations and residents' lives, including budgets and accounting, management of public assets, operation of local taxes and treasuries, handling of civil petitions, and certification fees. They also include ordinances reflecting the unique characteristics of the Gwangju-Jeonnam region, such as future industries, agriculture, fisheries, marine affairs, and urban railways, as well as delegated matters from special laws, including regulatory liberalization, pilot zones for autonomous vehicles, and solar and wind power projects.
The ordinances to be abolished are those that will be replaced by integrated ordinances or can be managed under higher-level laws or guidelines.
Local ordinances that require adjustment of standards after integration, such as the Farmers' Public Interest Allowance and special accounts for industrial complexes, will be gradually consolidated after reviewing support criteria and financial burdens.
Until the new ordinances and regulations are established, existing local ordinances will continue to apply to the respective areas in accordance with the supplementary provisions of the "Special Act on the Establishment of the Jeonnam-Gwangju Integrated Special City." Administrative rules such as directives and guidelines will also have separate transitional provisions to maintain the existing standards and procedures.
Kang Hyoseok, head of the Jeonnam Administrative Integration Task Force, stated, "This consolidation of local ordinances is a process to establish the institutional foundation necessary for administrative operations and residents' daily lives following the launch of the integrated special city. We will thoroughly gather opinions from residents and relevant organizations during the legislative notification process, and gradually adjust standards where needed to ensure stable delivery of administrative services."

Jeon Eunok, head of the Gwangju Administrative Integration Task Force, said, "This consolidation of local ordinances goes beyond simply merging ordinances; it is a fundamental step in establishing the administrative framework of the integrated special city. We will broadly collect opinions from residents and relevant organizations during the legislative notification period to ensure a smooth launch of the integrated special city."
