As concerns over local extinction grow due to population decline and the slump in the fisheries industry, Kim Shin, Preliminary Candidate for Wando County Governor, has unveiled his 'three key pledges' for the survival and future growth of Wando, aiming to take the lead in a policy-driven election.
He is positioning himself to go beyond mere declarative slogans and directly address the lifeblood of the regional economy with concrete, actionable plans.
On May 11, Candidate Kim stated, "Wando is currently facing extremely real challenges, including a crisis in the abalone and seaweed industries, gaps in medical care, and the outflow of young people," adding, "I will create changes that residents can truly feel and lay the foundation for Wando's future growth together."
The three main priorities he has put forward are: ▲ a major transformation of the abalone industry and the establishment of a fisheries cluster ▲ attracting a regional public hospital and building a comprehensive emergency medical system ▲ encouraging youth settlement and creating jobs.
First, he plans to completely overhaul the structure of Wando's core abalone and seaweed industries from a focus on 'simple production' to a future-oriented system encompassing processing, distribution, and exports. This includes creating a large-scale abalone processing complex by attracting major private investment, introducing a minimum price guarantee scheme for abalone, and implementing a step-by-step normalization roadmap. He also aims to secure stable markets by expanding military procurement and entering the HMR (Home Meal Replacement) market.
He has also presented a blueprint for strengthening the region's weak medical infrastructure. In conjunction with national government projects, he plans to attract a public hospital with 300 beds and establish essential treatment systems for emergency care, trauma, and childbirth. In particular, reflecting the geographic characteristics of the area with many islands, he intends to operate emergency helicopters and maritime transfer systems at all times to minimize gaps in medical care.
He has also proposed a 'Wando-style settlement model' to prevent the outflow of young people. By creating a youth startup fund and support center, he aims to generate regionally specialized jobs linked to fisheries and tourism, and to expand support for housing costs, such as public rental housing.
Candidate Kim emphasized, "The region can only thrive if young people return," and pledged, "I will build a Wando that is a great place to raise children, offers good jobs, and has a promising future."
Among the pledges announced this time, the abalone price guarantee scheme to support fishermen suffering from falling prices, and the strengthening of the emergency medical system to address the hardships of island residents who have to go to the mainland when ill, are seen as hands-on, close-to-home pledges that are likely to strongly appeal to local voters.
