and His Reasons for Supporting It
The election campaign committee for candidate Kang Ki-yoon (hereinafter referred to as the campaign committee) stated on May 11 that the so-called "Prosecution Cancellation Special Prosecutor Act" being promoted by the Democratic Party of Korea constitutes a judicial coup that undermines South Korea's legal system. The committee further described the bill as an attempt by President Lee Jaemyung to shield himself from prosecution by maneuvering its passage in a calculated way after the June 3 local elections.

View original imageThe campaign committee criticized Democratic Party member Park Sungjoon’s comment that "8 or 9 out of 10 people do not even know the meaning of 'prosecution cancellation'," as well as Representative Jung Chungrae's "oppa" remark, calling them insulting acts that disregard democracy, the rule of law, the public's right to know, and human rights.
The committee went on to argue that "Lee Jaemyung, while on trial for allegations including Ssangbangwool’s remittance to North Korea, Daejang-dong development corruption, and Gyeonggi Province corporate card misuse, had his trial suspended after being elected president. These trials, in accordance with the law, must resume after the end of his term in office."
Through a press release issued on this day, the campaign committee expressed concern that the biggest problem with the "Prosecution Cancellation Special Prosecutor Act," which the Democratic Party submitted on April 30, 2026, is that Article 6, Paragraph 1, Subparagraph 1 of the act defines the scope of the special prosecutor's duties as "investigation, indictment, maintenance of prosecution, and the decision whether or not to maintain prosecution." This wording gives the special prosecutor the authority to cancel prosecution.
The committee strongly criticized the system by which, if the special prosecutor cancels prosecution during a special investigation, Lee Jaemyung’s case would become invalid and the trial would be concluded. According to Article 3, Paragraph 4 of the Special Prosecutor Act, "The president, upon receiving recommendations for special prosecutor candidates, must appoint one of the recommended candidates as special prosecutor within three days." The committee condemned this as a "self-exoneration special prosecutor system," arguing that it allows a special prosecutor appointed by Lee Jaemyung himself to cancel prosecution in his own case, thereby covering up his own crimes.
The committee further emphasized that the Special Prosecutor Act should not be passed but rather abolished entirely, calling it a monstrous law, and stressed that anyone in South Korea, including the president, must stand trial if they are guilty of a crime.
Additionally, the campaign committee urged Democratic Party candidate Song Sunho to clearly and responsibly explain to the citizens of Changwon the legitimacy of the Special Prosecutor Act and his reasons for supporting it.
