Incheon to Provide Additional 50,000 Won High Oil Price Support Payment to 220,000 Vulnerable Residents
The city of Incheon will provide an additional payment of 50,000 won each to 220,000 vulnerable individuals who are the first batch of recipients of the high oil price damage support fund.
This additional support is a supplementary measure by the city of Incheon, aimed at offsetting the government's lower allocation of high oil price support funds for the Seoul metropolitan area compared to non-metropolitan regions.
The application period runs from May 11 to July 3, and the funds will be distributed via local currency (Incheon e-Eum Card). Applications can be submitted 24 hours a day through the e-Eum Card app, while offline applications can be made at the local Eup, Myeon, or Dong Administrative Welfare Centers corresponding to one’s residence.
Until May 22, a day-of-the-week system will be applied based on the last digit of the applicant’s birth year. After that, applications can be submitted freely regardless of the birth year.
Previously, on May 8, the first round of applications for the high oil price damage support fund closed, and a preliminary tally shows that over 90% of the 220,256 eligible recipients in Incheon—including basic livelihood security recipients, low-income households, and single-parent families—have applied. In particular, the proportion of applications made via the Incheon e-Eum Card stood at 57%, which is higher than that for credit and debit cards.
Meanwhile, from May 18 to July 3, the second round of applications for the high oil price damage support fund will be held. Eligible recipients include households in the bottom 70% income bracket and those who did not apply during the first round. Applications for credit and debit cards can be made through the respective card companies’ websites or at affiliated bank branches, while Incheon e-Eum Card applications can be made through the app or at administrative welfare centers.

The city is operating a "visiting application" service for elderly and disabled individuals living alone who have difficulty moving. If a request is made by phone to the administrative welfare center corresponding to the applicant’s address, a dedicated civil servant will visit and provide one-stop assistance, from application submission to delivering the Incheon e-Eum Card. However, this service is only available if there is no other household member who can apply on behalf of the applicant.
