Seocho-gu to Launch Nation's First "AI Contract Document Review System" in September
Preventing Errors and Saving Time Through Automated Contract Document Analysis

Seocho-gu, Seoul announced on May 7 that it will be the first in the country to implement the "AI Contract Document Review System Development Project," utilizing artificial intelligence.
Seocho-gu began development last month and aims to complete the system by September this year. The initiative was established to prevent errors caused by the complex and diverse laws and guidelines related to contracts and to enhance administrative efficiency by reducing document review times.
A key feature of the project is that, in consideration of the security and sensitivity of contract documents, it will be operated on-premises, meaning the system will be installed directly on internal servers. This approach addresses the limitations of using external AI systems.
The "AI Contract Document Review System" is an administrative platform where AI automatically analyzes the documents required for contract processing. It comprehensively examines data consistency, whether essential items are missing, compliance with laws and internal regulations, and the validity of cost breakdowns. The results are categorized as matches, mismatches, or warnings, allowing staff to intuitively identify errors.
For any errors detected, the system suggests corrections and provides a one-click modification function. By applying a large language model (LLM) based on Retrieval-Augmented Generation (RAG) technology, it ensures reliability by presenting the basis and sources for the review results.
Once the system is completed, user training will be provided to all departments. Seocho-gu expects that with fewer repetitive tasks such as contract document errors, requests for corrections, and repeated approvals, administrative processing speed will improve. The scope of application will be gradually expanded.
Seocho-gu is introducing AI throughout its administration in line with the era of AI transformation (AX). It has established and is operating an integrated platform, "Seocho AI Works," which brings together generative AI models such as ChatGPT and Gemini. The platform is used to reduce the burden of repetitive tasks such as document creation and summarization.
Training is also being provided to strengthen employees' AI skills. The annual "Intelligent Informatization Training," comprising around 50 courses, includes practical education such as AI data utilization, report writing, and image and video production. There are also "AI Special Lectures" for all employees, "AI Competency Enhancement Special Lectures" for specific job groups, and an "Employee Generative AI Competition."

A Seocho-gu official stated, "We will actively introduce AI technologies to various administrative work to provide efficient and highly reliable administrative services," adding, "We will continue to strengthen the AI capabilities of all employees and lead AI-based administrative innovation that residents can truly experience."
