Ministry of Culture Discusses Sustainable Growth Strategies for K-Musicals with Industry Experts
The 2nd Meeting of the Musical Subcommittee under the Culture and Arts Policy Advisory Committee
The Ministry of Culture, Sports and Tourism announced on April 27 that it would hold the second meeting of the Musical Subcommittee under the Culture and Arts Policy Advisory Committee, where experts in the field will review the current status and discuss future policy directions.
The Culture and Arts Policy Advisory Committee, which was launched on November 10 last year as a body directly under the Minister of Culture, Sports and Tourism, operates with a total of nine subcommittees. This meeting is being held in the form of a subcommittee session within the Theater·Musical Subcommittee, with representatives from the musical field attending to convey the real voices of various sectors including creation, production, associations, organizations, and academia.
This meeting will focus on detailed implementation plans for the sustainable growth of K-Musicals. The Ministry has significantly increased the 2026 budget for musicals from the previous 3.1 billion won to 24.4 billion won. It has expanded support for the rental of dedicated creative musical spaces and pilot performances to establish a stable production environment for creators and producers. In addition, projects to nurture talent and support overseas expansion—as future growth drivers—have been officially launched.
Furthermore, a new financial support system has been established to boost the self-sustainability of the arts industry, including musicals, by introducing new art industry loan and guarantee programs for 2026 (loans totaling 50 billion won and guarantees totaling 23.7 billion won).
Discussions are also underway to establish legal and institutional foundations for the long-term development of the industry. In particular, the necessity of enacting the 'Musical Industry Promotion Act,' a long-standing issue in the field, will be reaffirmed, and policy alternatives to address instability in securing production costs will be sought.

Minister Choi Huieong stated, "Recently, the sales of creative musicals have surpassed those of licensed musicals, demonstrating that our creative capabilities have reached a world-class level. We will actively reflect the voices from the field in policies and budgets so that Korea’s unique musical intellectual property (IP) can lead the global market, and will continue to communicate regularly going forward."
