View original imageThe area around 306 Sillim-dong (Sillim 4 District), the last aging residential neighborhood within the Sillim Urban Renewal Promotion District in Gwanak-gu, Seoul, will be transformed into a residential complex with up to 32 floors and 992 households.
On April 26, the Seoul Metropolitan Government announced that it will proceed with the project, aiming to designate the area as a redevelopment zone within this year by carrying out related procedures such as resident viewings and collecting opinions on the Sillim-dong 306 redevelopment promotion project, for which the accelerated integrated planning has been finalized.
The project site has been occupied by aging low-rise residential buildings since the housing complex was first established in the 1970s. Although the area was designated as the Sillim Urban Renewal Promotion District in 2006 and residential environment improvement projects—such as road paving, construction of a community center, installation of CCTV cameras, and mural creation—were carried out from 2016 to 2023, significant environmental improvements have yet to materialize.
In response, the city has established three key planning principles: ▲ creating a complex that harmoniously combines the greenery of Mt. Gwanak and the vibrancy of the city, ▲ developing a multidimensional residential space in harmony with the surrounding area, and ▲ establishing a community-centered complex for local residents to enjoy together.
The plan includes creating parks and pedestrian pathways that connect the green belt of Mt. Gwanak’s foothills with Dorimcheon Stream, thereby linking the green space and pedestrian networks that had been severed in the Sillim Urban Renewal Promotion District by Hoam-ro. In addition, an open vista and a dynamic skyline are planned to form an urban landscape that blends with Mt. Gwanak.
Currently, the project area is a densely populated low-rise residential zone, mostly classified as Type 1 General Residential District. The city will upgrade the zoning to Type 2 General Residential District to improve the conditions for development and create a new residential complex. In particular, by applying regulatory innovation measures for urban renewal promotion projects, the standard floor area ratio (FAR) will be relaxed by up to 30%, and incentives such as applying the legal maximum FAR, project feasibility adjustment coefficients, and recognition of the current FAR will be provided.
Additionally, specialized architectural plans for each area will be developed to harmonize with Mt. Gwanak, Mirim Girls' High School, and the surrounding residential neighborhoods. The plan also incorporates community facilities, parking lots, and decked parking that leverage the terrain's elevation differences to create a multidimensional living space.
Public facilities and commercial spaces will be located along Hoam-ro to enhance street vitality for a wide range of generations and local residents. Educational and cultural community facilities—such as after-school classrooms and daycare centers—will also be introduced to strengthen the local community.
With the confirmation of the Sillim-dong 306 accelerated integrated planning, 173 out of a total of 282 such projects in Seoul have now been completed. Once the Sillim Urban Renewal Promotion District is completed, it will create a large-scale residential area with approximately 7,000 households.

Daehui Ahn, Director General of the Urban Space Headquarters at the Seoul Metropolitan Government, stated, "The completion of the Sillim Urban Renewal Promotion District will not only create new residential space but will also serve as a turning point for reshaping the map of southwestern Seoul. We hope that Sillim-dong will shed its outdated image and emerge as a vibrant living hub representing the southwestern part of the city."
