Advance preparations have also been made to reduce the initial concentration of civil complaints and on-site confusion during the application period. The city established a task force led by the vice mayor, held the first meeting of on-site managers, and hosted a meeting with district heads to review application and reception preparations as well as the allocation of personnel. Staff training and response manuals were also updated.
Based on these preparations, the city is operating its on-site response system. Each department is responsible for its designated area, supporting the application process at local administrative welfare centers, and sharing duties related to civil complaints and personnel management.
Measures for vulnerable groups are also ongoing. The city plans to expand its "visiting application service" to assist elderly citizens and people with disabilities who have difficulty moving, allowing them to apply from home. Dedicated personnel in each district will identify eligible recipients in advance and provide both phone guidance and door-to-door application support.
In particular, during the first application period, the city will focus on providing visiting application services for vulnerable groups and will strengthen on-site management to ensure that no eligible recipients are overlooked in the payment process.
Vice Mayor Yoon Youngmi stated, "We are operating an on-site response system to prevent administrative welfare centers from being overwhelmed with work," adding, "We will make sure that every single citizen receives the support they are entitled to."
