Park Chan-dae, candidate for Incheon Mayor from the Democratic Party of Korea, made his official announcement to run on April 22, declaring, "I will make Incheon a city that leads South Korea."
On this day, Park held a press conference at Incheon Aetteul. He stated, "Right now, Incheon is at a critical crossroads," and continued, "Will we remain a city where growth has stalled, or become the beating heart of 'G3 Korea,' leading South Korea to become one of the world's top three powers? The golden time to decide our fate is now. Now is the moment to turn the tables and push forward without hesitation."
Park pledged that, if he wins the local election and takes office, he will launch a 100-day emergency project for restoring livelihoods. He said, "If the central government acts swiftly in a national emergency, local governments must also respond quickly," and added, "We must rebuild the broken breakwater protecting people's livelihoods and safeguard the ordinary and warm daily lives of citizens, especially in preparation for even greater economic shocks to come."
Specifically, Park announced, "I will expand Incheon e-Eum," adding, "We will raise the payment limit and strengthen the cashback benefits." He continued, "In particular, we will reduce the cost-of-living burden by including fuel expenses, which are a significant burden for ordinary citizens. We will also expand the recipients of postpartum care support, increase the unit cost of children's meals, and broaden support for youth monthly rent."
For Incheon's long-term growth, Park proposed the 'ABC + E' strategy. He said, "We will promote AI-based automation of logistics at Incheon Airport and Incheon Port, and transform Incheon into a national logistics AI hub city," adding, "We will seize the leadership of the world's smartest and most advanced logistics." In addition, he stated, "We will concentrate future vehicle industries that go beyond autonomous driving, AI-connected car industries, and robust cybersecurity technologies in Cheongna."
He also mentioned the region's biosimilar capabilities, promising, "I will make Songdo a global hub for bio-new drug development." He added, "We will create a cradle for bio-new drugs and big pharma through the Korea Bio Science & Technology Institute and Incheon Public Medical School," and "We will establish the Incheon Bio Science Park, integrating internationally certified institutions and the K-Bio Lab Hub."
Regarding the promotion of the cultural industry, Park stated, "We will firmly establish a K-content industry cluster around the Munhak area and build a complex performance venue with 50,000 seats, as well as the Munhak K-Culture Stadium." He also said, "We will create a flow where people land at Incheon Airport, watch performances, eat in Incheon, and stay in Incheon."
Park also put forward energy as a growth strategy, saying, "We will quickly secure the offshore wind power industry ecosystem and elevate Incheon as a powerful hub for new energy industries in the Seoul metropolitan area." He further emphasized, "We will strongly enforce the application of 'differentiated electricity rates' separate from the Seoul metropolitan area, thus securing the energy cost competitiveness of Incheon's industrial complexes."

Meanwhile, Park harshly criticized the last four years of city administration under Yoo Jeong-bok, the current mayor and People Power Party candidate for Incheon Mayor. Park said, "The real report card for Incheon's economy began its endless decline after the Park Nam-chun administration," pointing out, "The growth rate, which was 6.8%, fell to 6.0% and then to 3.1%, and finally, the provisional figure for last year, 2025, plummeted to minus 0.5%." He declared, "Now is the time to break away from politics that only talks without results," and added, "The politics of pretending to know everything just because one has been around for a long time, and blaming others by saying 'It's the Democratic Party's fault,' must come to an end."
