Moving forward, we will continue to promote the value and appeal of Seoul, enhance our status as a global cultural hub, and make Seoul one of the world's top five cities."
It is estimated that approximately 104,000 people gathered in the Gwanghwamun area on March 21 for the BTS comeback concert, according to the organizers. The Seoul Metropolitan Government stated that, thanks to systematic crowd management by relevant agencies and the mature behavior of the audience, the event was completed safely and without incident.
Immediately after the concert was confirmed, the Seoul Metropolitan Government proactively prepared and implemented safety management measures in cooperation with relevant agencies and the organizers, beginning with an inspection meeting presided over by Mayor Oh on February 4.
Two days before the concert, Mayor Oh visited the Gwanghwamun area with relevant agencies and the organizers to conduct a joint inspection, reaffirming the preparations by checking everything from the stage surroundings and subway entrances to the installation of safety fences for crowd separation.
On the day of the event, Seoul Metropolitan Government and related agencies deployed a response team of approximately 3,400 personnel to ensure the safety and order of attendees. From 10 a.m., an "Integrated Field Command Center" was established on the fourth floor of the Sejong Center for the Performing Arts, where the Ministry of the Interior and Safety, Jung-gu and Jongno-gu district offices, police, fire department, and HYBE jointly managed the crowd and on-site situation.
After the concert ended, additional personnel were mobilized to complete the first round of clean-up within three hours, and the final round of cleaning, which included washing the roads, was completed by 6 a.m. the following day. The total amount of waste collected over the two days was estimated at about 40 tons.
Sejong-daero, which had been closed from 9 p.m. the night before the concert, was reopened to traffic as planned at 6 a.m. on March 22 after the removal of temporary facilities and the completion of road and sidewalk maintenance.
As a preventive measure, safety fences were installed in advance at 82 locations, including 78 subway ventilation shafts and four subway station entrance canopies, resulting in zero related accidents on the day of the event.
The Seoul Metropolitan Government created a dedicated "BTS Comeback Concert Information" section on its website to provide essential information on transportation, safety, and convenience facilities. The page received approximately 285,000 views.
