Ministry of Land to Invite Applications for Customized Public Rental Housing Tailored to Resident Demand
Applications for Specialized Housing Projects
Accepted from Local Governments and Public Corporations Starting March 23
The Ministry of Land, Infrastructure and Transport announced that, starting from March 23 through May 22, it will accept applications from local governments and local public corporations engaged in public housing projects for the provision of customized, specialized housing. Specialized housing refers to a type of housing that, in addition to residential space, provides specialized facilities or housing services required by residents, such as social welfare facilities, care spaces, or shared offices.
If selected through the application process, the project will receive support such as contributions or loans from the Housing and Urban Fund. Starting this year, construction cost support is also available for facilities within youth-specialized housing and for facilities installed on parenting-friendly platforms. Depending on the housing size, up to 80% of construction costs may be subsidized. After receiving applications, the government will review proposals, conduct on-site inspections, and hold deliberations, with plans to announce the candidate sites for specialized housing by the end of June.
The region-proposed specialized housing, introduced in 2024, is a type that is supplied according to regional needs such as childbirth or returning to rural areas. Senior Welfare Housing is a rental housing type that includes amenities for the elderly, such as sliding bathroom doors and safety handles, and provides social welfare facilities like dining rooms, counseling rooms, and lecture rooms. There are a total of four types: youth-specialized housing equipped with built-in furniture in prime locations such as areas near subway stations, job-linked supportive housing that provides shared offices and start-up centers, as well as the aforementioned types tailored to regional demand and elderly welfare.
Meanwhile, Korea Land and Housing Corporation (LH) will launch an open call for proposals for specialized leasehold housing on April 3. In this model, the public sector purchases rental housing proposed by private parties, including social economy entities, which is equipped with spaces and services tailored to tenant characteristics, and supplies it at prices below market rates. To expedite the process, LH has been operating a specialized housing task force (TF) since early March.

Lee Kibong, Director of Housing Welfare Policy at the Ministry of Land, Infrastructure and Transport, said, "Specialized housing enables the supply of customized homes tailored to the needs and conditions of each region, and offers facilities and services that reflect the unique characteristics of different resident groups, such as youth, families with children, and the elderly, thereby increasing resident satisfaction."
