In addition, the city separately signed a "Business Agreement for Establishing a Locally Integrated Healthcare System" with Korea University Medical Center, planning to significantly improve healthcare accessibility in the relatively underserved southwestern region. In particular, Hwaseong aims to gradually expand the foundation for citizens to receive treatment locally by strengthening emergency and essential medical services, so that residents do not need to travel to other areas for care.
The proposed Korea University Dongtan Hospital is planned to be constructed with a capacity of 700 beds (across 26 medical departments), aspiring to become a "next-generation medical complex platform" that integrates cutting-edge AI systems and ultra-connected digital technologies. Notably, the plan includes not only the hospital itself, but also a rehabilitation hospital for recovery, senior welfare housing, and other facilities, forming a "comprehensive care complex for all life stages." This is expected to become a key hub for raising the welfare standards of the local community.
Furthermore, by activating a wide-area medical cooperation system in connection with the southern metropolitan region, the hospital is set to play a public role as a national strategic hub for essential medical services, such as treatment for severe diseases, infectious diseases, and industrial accidents.
Jung Myungkeun, Special Mayor of Hwaseong, stated, "Today's agreement marks a historic milestone toward making Hwaseong a 'city of medical safety,' where residents can enjoy the highest level of healthcare without leaving the area. This goes beyond simply building a hospital—it is about strengthening the medical safety net directly linked to the right to life and realizing universal healthcare welfare for all. We will focus our policy capabilities on achieving these goals."
Mayor Jung further commented, "In particular, by creating a complex that combines a rehabilitation hospital and senior welfare facilities, we will complete the 'Hwaseong-style healthcare welfare model' that encompasses all generations, from children to the elderly. We will actively cooperate in all necessary procedures to ensure the timely completion of Korea University Dongtan Hospital and closely oversee the entire construction process so that it becomes a solid pillar for citizens' health."

Dongtan Hospital will serve as the future medical hub of southern metropolitan Seoul, integrating the strengths of Anam, Guro, and Ansan hospitals. We aim to establish a new hospital model that provides customized precision medicine and comprehensive care services throughout all life stages."
Representatives from LH and the consortium also responded, "We will leverage each of our areas of expertise to ensure that Korea University Dongtan Hospital becomes an iconic model transforming the medical landscape of Korea, and will carry out the project with a strong sense of responsibility."
