View original imageThe Rapid Integrated Planning for the housing redevelopment project in the area around 675 Eungam-dong, Eunpyeong-gu, Seoul, has been finalized just seven months after it began.
According to the city on the 16th, with this decision, the site will be transformed into a residential complex featuring Eungam Elementary School, reaching up to 27 stories and comprising approximately 1,120 households.
This area is a low-rise, aging residential neighborhood that was developed in the 1970s. Narrow roads where pedestrians and vehicles coexist, along with one-way streets and time-restricted traffic, have made transportation inconvenient.
Although a redevelopment project was previously pursued, the maintenance zone designation was lifted in 2017 after the project committee suspended its operations. Since then, the site was not selected in three rounds of candidate applications for rapid integrated planning due to concerns over reduced business feasibility caused by the adjacent school to the north. The city formed a consensus through multiple discussions and plan adjustments with the district office, residents, and experts, as well as meetings and briefing sessions, ultimately finalizing the plan just seven months after its initial launch.
This Rapid Integrated Planning focused on overcoming the unfavorable business conditions caused by sunlight restrictions from the school and on creating an open residential complex that coexists with both the school and surrounding area. To achieve this, four planning principles were established: a safe traffic plan reconnecting the area, a three-dimensional site plan considering topographical differences, an open space plan facilitating communication with the local community, and a harmonious landscape plan integrating with the surrounding area.
Additionally, by upgrading the zoning (from Class 2 General Residential Zone [up to 7 stories] and Class 2 General Residential Zone to Class 3 General Residential Zone) and applying a project feasibility adjustment coefficient, business feasibility was improved, thereby enhancing the likelihood of project realization.
Dehee Ahn, Director-General of Urban Space at the Seoul Metropolitan Government, stated, "Through this Rapid Integrated Planning, we hope that the area around 675 Eungam-dong will become an open complex that coexists with the local school and community. We will make every effort to swiftly support follow-up procedures, such as maintenance zone designation, so that the project can move forward without delay."

Meanwhile, with the finalization of the Rapid Integrated Planning for the 675 Eungam-dong area, 167 out of 264 locations across Seoul have now completed their Rapid Integrated Planning.
