Noryangjin Redevelopment Promotion District (Noryangjin New Town) in Dongjak District, Seoul (headed by Mayor Park Ilha), is accelerating the creation of a large-scale residential complex as it continues to secure permits for its core zones. Currently, a redevelopment project of about 10,000 households is underway in this area, which was designated as the second New Town in February 2003.

View original imageNoryangjin District 2 (around 312-75 Noryangjin-dong) received approval for a revised project implementation plan on February 13. The revisions include adjustments to the shared area per household reflecting the contractor’s specialized design, improvements in insulation materials, and changes in the layout of auxiliary welfare facilities. This zone is planned to be developed with 2 buildings, ranging from 4 basement floors to 45 above-ground floors, accommodating 404 households.
On the same day, approval was also granted for the amended management and disposal plan for Noryangjin District 8 (around 23-61 Daebang-dong). This area is adjacent to subway lines 1 and 9 and is close to elementary, middle, and high schools as well as Daebang Park and other educational and green infrastructure. In the future, this site will feature 10 buildings, ranging from 4 basement floors to 29 above-ground floors, with 987 apartment units and neighborhood living facilities.
Noryangjin District 3 (around 232-19 Noryangjin-dong) received approval for its management and disposal plan on February 25. In accordance with the amended redevelopment promotion plan, which passed the Seoul Urban Redevelopment Committee’s review in December 2025, this area is expected to be transformed into a large-scale complex with up to 49 floors and 1,250 units. The district government plans to simultaneously proceed with resident relocation, demolition, and revisions to the project implementation plan, aiming to break ground in 2028.
On March 11, approval was granted for the amended management and disposal plan for Noryangjin District 6 (around 294-220 Noryangjin-dong). The related announcement will be made public on March 19. District 6, the first area in the New Town to begin construction, will start its initial general sales in early April. The plan includes 14 buildings, ranging from 4 basement floors to 28 above-ground floors, with a total of 1,499 units.
