Haenam County in South Jeolla Province has embarked on formulating proactive regional development strategies ahead of the launch of the Jeonnam-Gwangju Integrated Special City scheduled for July. On March 5, Haenam County announced that it had held a "Response Task Report Meeting for the Enactment of the Special Act on the Establishment of Jeonnam-Gwangju Integrated Special City" in the county office's situation room, where it reviewed comprehensive regional development strategies in preparation for the launch of the integrated special city.

Centered on 61 response tasks identified through reviews by various departments, the county focused on ways to strengthen the connection with Jeollanam-do’s implementation tasks.
The most notable aspect is the advancement of the regional industrial structure. Haenam County has set the creation of a future industrial ecosystem as a core strategy, emphasizing the establishment of an AI data center, the creation of an RE100 industrial complex, and the attraction of high-tech companies. The county aims to leverage the launch of the integrated special city as an opportunity to position itself as a hub for strategic future industries.
In addition, the meeting addressed plans to reorganize administrative and welfare systems in line with the establishment of new integrated city organizations and the transfer of administrative authority. Other measures discussed included utilizing special provisions for regions experiencing population decline to create tourism and cultural hubs that encourage longer stays, expanding smart agriculture and the industrialization of future food sources, and improving residential conditions by expanding living infrastructure—representing a multifaceted approach to regional challenges.
