Six Expedited Integrated Planning Candidate Sites, Including Seodaemun and Eunpyeong, Designated as Land Transaction Permission Zones
New Designations to Prevent Speculative Transactions
40 Existing Expedited Integrated Planning Candidate Sites Also Re-Designated
The Seoul Metropolitan Government has immediately designated the newly selected candidate sites for the expedited integrated planning (Shintong Planning) residential redevelopment projects as new Land Transaction Permission Zones. This measure aims to ensure transparency in redevelopment projects by fundamentally blocking speculative land transactions from the moment the candidate sites are selected.
According to the Seoul Metropolitan Government on March 5, six candidate sites for the expedited integrated planning residential redevelopment projects, totaling 0.48 square kilometers, were newly designated as Land Transaction Permission Zones following the deliberation of the 3rd Urban Planning Committee and the Candidate Site Selection Committee the previous day.
Once an area is designated as a Land Transaction Permission Zone, any transfer or establishment of ownership or superficies rights for residential land over 6 square meters or commercial land over 15 square meters requires approval from the head of the relevant district office.
The newly designated areas are as follows: one site in Gwangjin-gu (around 46 Guui-dong), two sites in Guro-gu (around 792-33 Guro-dong and around 66-15 Gaebong-dong), one site in Seodaemun-gu (around 123-2 Okcheon-dong), and two sites in Eunpyeong-gu (around 442 Bulgwang-dong and around 445 Bulgwang-dong). The designation period runs from March 17, 2026, to April 3, 2027.
In addition, 40 existing redevelopment areas—including 15 sites for public redevelopment and 25 sites for expedited integrated redevelopment—where the designation period is set to expire, have been re-designated as Land Transaction Permission Zones until April 3, 2027, to prevent speculative demand.
Among these, the expedited integrated planning residential redevelopment zone around 306 Sillim-dong in Gwanak-gu has had its Land Transaction Permission Zone boundaries adjusted (from 40,437 square meters to 42,836 square meters) to include land newly incorporated due to changes in the district boundary.
Furthermore, the boundaries of one existing expedited integrated planning residential redevelopment area have been adjusted to match the decision boundaries of the project area. This site is around 444-12 Hapjeong-dong in Mapo-gu, with the area increasing from 40,753 square meters to 42,801 square meters. The designated period and the area subject to permission for this zone remain unchanged. The necessity of re-designation will be reviewed before the expiration date on January 28, 2027.

Choi Jinseok, Head of Housing Policy at the Seoul Metropolitan Government, stated, "The Seoul Metropolitan Government operates the Land Transaction Permission Zones with the utmost priority on the soundness and transparency of the real estate market," and added, "We will continue our policy efforts to ensure both stable housing supply focused on genuine demand and the smooth implementation of redevelopment projects."
