Child Abuse Perpetrators Who Refuse Counseling or Treatment Face Administrative Fines of Up to 10 Million Won
Partial Amendment to the Child Abuse Punishment Act to Take Effect on the 12th
Perpetrators of child abuse who, in the early stages of abuse, do not receive counseling or education, or do not receive treatment at medical institutions, are expected to face administrative fines.
The Ministry of Justice announced on the 11th that on the 12th, a partial amendment to the Act on Special Cases Concerning the Punishment of Child Abuse Crimes, which centers on these measures, will go into effect.
Under the current law, even if a child abuse perpetrator failed or refused to comply with dispositions such as being entrusted to counseling or education, or being referred to a medical institution, there were no appropriate means to enforce compliance. However, under the amendment, an administrative fine of 3 million won will be imposed for a first violation, 5 million won for a second violation, and 10 million won for a third violation. In addition, the form used to notify the heads of relevant administrative agencies of such violations of obligations has been revised.
Once the amendment is implemented, it is expected to help protect abused children by correcting the wrongful behaviors and habits of child abuse perpetrators from the early stages of abuse.
