South Jeolla Province Promotes Settlement-Oriented Housing Project "Saetteul House" for Returnees to Farming and Fishing Villages
Remodeling Vacant Houses for Low-Cost Rent
Plan to Secure a Total of 60 Units by This Year
South Jeolla Province has announced that it will promote the "Jeonnam-style Saetteul House" project, which utilizes vacant houses in farming and fishing villages, in order to reduce the housing burden for returnees to farming and fishing villages and rural migrants and to support their stable settlement in the region.
The Saetteul House project provides support for remodeling costs ranging from 60 million won to 80 million won, on the condition that vacant houses in rural areas are leased free of charge to cities and counties for 4 to 6 years. The remodeled houses are then supplied to returnees to farming and fishing villages and rural migrants at low rental rates. Monthly rent is 10,000 won for households of three or more people, 50,000 won for two-person households, and 100,000 won for single-person households.
This project is a renaming of the previously promoted "Jeonnam-style 10,000-won Second House" project to "Saetteul (settle) House," clearly reflecting the policy intent that it is a settlement-oriented housing support project rather than one focused on short-term stays.
A young couple who moved into a Saetteul House in Jindo County said, "We were able to ease our biggest burden in the process of returning to farming and rural life, which was housing costs, and secure a stable residential environment," adding, "We are very happy that we can now enjoy a healthy and relaxed daily life with our family in Jindo."
Since 2024, South Jeolla Province has been creating 20 Saetteul Houses each year and plans to secure a total of 60 units by the end of this year. Currently, 23 units have been completed, and among them, tenant recruitment has been completed for 13 units. Those who wish to live in a vacant house or a remodeled house should contact the relevant city or county.
This year, South Jeolla Province plans to invest a total of 47.3 billion won in 11 projects that cover the entire process from counseling and experiential programs to housing, start-ups, and community settlement, in order to attract returnees to farming and fishing villages and rural migrants and to support their stable settlement.

Yoon Yeonhwa, Director-General of the Population and Youth Immigration Bureau of South Jeolla Province, said, "The core of policies for returnees to farming and fishing villages and rural migrants is not simply attracting population, but living together within the community," adding, "We will establish a stable rural settlement model by linking step-by-step stay programs with housing, start-up, and community policies."
