Assemblyman Cho characterized last year's December 3 Martial Law incident as "an event that was prevented by the democratic spirit of Gwangju in 1980," and publicly called for the punishment of former President Yoon Suk-yeol and the renewal of conservative politics.

He said, "The noble blood shed by the democratic martyrs of Gwangju prevented the martial law imposed on December 3 last year," and added, "Gwangju rescued the Republic of Korea from the abyss of despair." He continued, "I sincerely thank the patriotic citizens and democratic martyrs of Gwangju."
He directly raised the issue of former President Yoon Suk-yeol's responsibility and delivered strong remarks. Assemblyman Cho said, "Former President Yoon Suk-yeol must be held accountable," and added, "The failure to properly punish the forces behind the Chun Doo-hwan coup ultimately led to former President Yoon's declaration of martial law." He also stated, "The expectation that he would enjoy the rest of his life after being pardoned and reinstated was the backdrop for the martial law," and emphasized, "Those who trampled on the Constitution must be punished with the highest sentence so that they can never set foot in power again."
Assemblyman Cho defined this declaration as the starting point for the renewal of conservative politics. He said, "Without checks and balances, dictatorship takes root, and when oversight disappears, democracy collapses," and urged, "I ask the citizens of Gwangju to hold the People Power Party, the core of conservatism, accountable so that it can be reborn as a healthy force of checks and balances." He added, "Although the People Power Party is facing an existential crisis because of former President Yoon Suk-yeol, if the citizens of Gwangju set us straight, we can once again stand as a healthy conservative party."
