Meanwhile, Chairman Heo Kyungheng of the Gwangju City Council stated, "As Gwangju enters the era of a 2 trillion won budget, the city cannot be exempt from the stature and responsibilities of a mid-sized city," calling for administration that matches Gwangju's scale.
