"Now Is the Golden Time for South Chungcheong's Grand Transformation"
Kim Tae-heum, Governor of South Chungcheong Province, has fully launched a major transformation strategy to reshape the province's industrial structure. This includes a mega project for carbon dioxide capture and utilization (CCU), advancement of the AI industry, expansion of water and power infrastructure, the Dangjin Port export platform, and responses to the steel industry special zone.
On December 1, Governor Kim stated, "The success or failure of South Chungcheong's next 10 years is being decided now," and instructed all departments to focus their administrative efforts.
At a department head meeting held that day in the provincial government’s main conference room, Governor Kim emphasized, "It is time to redesign the future industrial landscape of South Chungcheong," and called for rapid progress on major pending issues.
He highlighted the Boryeong "carbon conversion eco-friendly aviation fuel (e-SAF) production technology development" project, which passed the preliminary feasibility study, as a key achievement.
He added, "The e-SAF demonstration project based on CCU, which will receive an investment of 140 billion won, is expected to reduce carbon emissions by 4,000 tons annually and marks a turning point for South Chungcheong to secure leadership in the eco-friendly energy market." He instructed that connections between follow-up projects be further strengthened.
Regarding the "South Chungcheong AI Grand Transformation" declared on November 11, Governor Kim said, "By applying AI to all industries, including mobility, bio, agriculture, fisheries, and display, we will comprehensively enhance the province’s competitiveness." He also stressed, "We will expand collaboration with global big tech companies, universities, and research institutes to make the AI platform the standard for South Chungcheong's industries."
He also mentioned strategies for securing water and power, which are essential foundations for the AI ecosystem.
He stated, "We will stably establish the necessary infrastructure for the AI industry by building the Jicheon Dam, expanding renewable energy, and actively attracting data centers," emphasizing the implementation of roadmaps by each department.
Regarding the memorandum of understanding signed on November 17 for the creation of the Dangjin Port export logistics complex, he said, "This project will establish the nation’s first one-stop export system capable of handling 350,000 vehicles annually, from purchase to maintenance and shipment." He instructed that permits and plans for the supporting new city be expedited, noting the expectation of 400 billion won in private investment, an economic ripple effect of 8.8 trillion won, and the creation of 8,000 jobs.
He also described the K-Steel Act (Special Act on Support for the Steel Industry), which recently passed the National Assembly, as "a decisive opportunity to improve the structure of the province’s steel industry."
He said, "Respond meticulously so that Dangjin can secure designation as a low-carbon steel special zone and as an area for proactive response to industrial crises. Also, prepare in advance for public project applications such as low-carbon steel technology demonstration projects."
Additionally, regarding the Daejeon-South Chungcheong Administrative Integration Provincial Residents’ Rally scheduled for December 9, he said, "This is an important turning point where the region leads in presenting a national development model," and called for building consensus among residents.

He also instructed, "Pre-inspect the disaster response system for winter to prevent safety accidents."
