Chuncheon Launches the Second Act of "Cultural City Chuncheon" Together with Citizens

A vision stage marking the beginning of the second act of Chuncheon’s cultural city policy will be held.
The Chuncheon Cultural Foundation will host “The Second Act of the Cultural City, Our Stage, Chuncheon” at 7 p.m. on December 3 at the Chuncheon Culture and Arts Center. This event, organized as a festival, will review the achievements of the past five years since Chuncheon was designated a statutory cultural city in 2021, and present the vision and direction for the city’s cultural policy for the next five years together with its citizens.
The event is designed as a festival combining performances, videos, and exhibitions, allowing attendees to naturally experience the present and future of Chuncheon’s arts and culture as if enjoying a single performance festival.
Major Chuncheon arts festivals such as the Chuncheon Mime Festival, Chuncheon Puppet Festival, and Chuncheon International Classical Music Festival will participate, along with the All-Generations Choir Festival, Ara Dance Academy’s “Arakiki,” and more, presenting a stage where various generations come together. Through performances featuring direct citizen participation, the event will embody Chuncheon’s vision of “a city co-created by citizens and the arts.” This concept is also reflected in the event’s title, “The Second Act of the Cultural City, Our Stage, Chuncheon.”
Over the past five years, Chuncheon has expanded cultural experiences in daily life through festival-type cultural programs, activities fostering intergenerational exchange, and strengthened collaboration with local arts organizations. Through this event, the city plans to review these achievements with citizens and further clarify the direction of a sustainable cultural city that extends into culture, tourism, and the local economy. Chuncheon will continue to pursue the vision of “a city where the entire city becomes a stage,” with local arts organizations and citizen communities taking center stage.
Chuncheon was officially recognized for the sustainability and professionalism of its cultural city policy by being selected as the top cultural city for three consecutive years in the Ministry of Culture, Sports and Tourism’s statutory cultural city performance evaluation. The city received high marks for expanding citizen participation, strengthening collaboration with local arts organizations, and producing creative results in festival, publishing, and space projects.
Notably, the local publishing project “Local C, Where Do You Live?” won the 2024 Korea Local Publishing Award, demonstrating the potential of the local publishing ecosystem. The project to repurpose vacant houses as cultural spaces was recognized with the 2023 Korea Spatial Welfare Award. The citizen participation program “All-Generations Choir Festival” was also selected as an excellent case in the Ministry of Culture, Sports and Tourism’s 2024 Living Culture Promotion initiative, drawing nationwide attention.
The cultural city policy is not only strengthening the arts ecosystem but also positively impacting the local economy and the city’s image. The foundation for local brands, creators, and arts festivals to grow together is being established, as demonstrated by the Chuncheon Mime Festival receiving the Ministry of Culture, Sports and Tourism’s Local 100 Regional Culture Award. As the chair city of the National Council of Cultural Cities, Chuncheon is also playing a central role in spreading models of interregional exchange and cooperation.
Going forward, the city plans to continue its cultural city policy toward “a city growing through the arts,” where citizens and industries develop together. By continuously promoting various arts and culture programs and new festival projects, Chuncheon aims to further enhance its artistic identity and urban competitiveness.

A city official stated, “This event will serve as an important milestone in opening the second act of Chuncheon as a cultural city,” adding, “We will actively pursue cultural city policies so that Chuncheon becomes a city that both citizens and tourists want to visit again.”
