Hwaseong City to Reach 1.54 Million Population by 2040... Gyeonggi Province Approves City Master Plan
The population of Hwaseong City in Gyeonggi Province is expected to exceed 1.5 million by 2040.
On November 24, Gyeonggi Province gave final approval to the "2040 Hwaseong City Master Plan," which was submitted by Hwaseong City.
The Hwaseong City Master Plan is the highest-level plan outlining the city's future and long-term development direction, and includes spatial policies and future strategies for sustainable land management.
The target population for Hwaseong City in 2040 has been set at 1.54 million (currently 1.04 million), taking into account population projections from Statistics Korea, as well as the influx of residents expected from public housing districts, station area development projects, and other various development initiatives.
Regarding land use, out of Hwaseong City's total administrative area of 1,126.32 square kilometers, 46.85 square kilometers have been designated as planned urbanization areas to accommodate future urban development, 102.19 square kilometers of existing developed land have been designated as urbanized areas, and the remaining 977.28 square kilometers have been designated as conservation areas.
The spatial structure of Hwaseong City has been planned to include two central districts, four sub-centers, and nine local centers, taking into account changes in key hubs and balanced development resulting from new development projects and metropolitan transportation networks such as the GTX (Great Train Express).
The city will be divided into four main living zones: Dongtan, Eastern, Central, and Western. The development strategies for each are as follows: the Dongtan zone will focus on building a new industrial ecosystem and laying the foundation for an eco-friendly city; the Eastern zone will promote the revitalization of the original city center and foster the tourism industry by establishing a major transfer hub; the Central zone will develop a network connecting academia, industry, and research institutes, as well as establish a green tourism belt; and the Western zone will focus on creating clusters for new growth industries such as automotive and bio, while also promoting the marine tourism industry.
The transportation plan includes the construction of a circular road network connecting major living zones to promote balanced development between large-scale development areas and existing urban districts. It also incorporates railway network plans, including the GTX-A and GTX-C lines, and other infrastructure projects linked to large-scale SOC development in western Gyeonggi Province.
Kim Heeseong, Director of Urban Policy at Gyeonggi Province, stated, "With the approval of the 2040 Hwaseong City Master Plan, we expect Hwaseong City to grow into a sustainable city through development projects such as public housing districts (Bongdam 3 and Jin-an), Songsan Green City, Hwaseong International Theme Park, and station area developments, while also improving the quality of life for Hwaseong residents."

The approved 2040 Hwaseong City Master Plan will be released on the Hwaseong City website in December.
