Suwon City to Crack Down on Illegal Distribution of Local Currency "Suwon Pay"
Suwon City in Gyeonggi Province will conduct a crackdown on illegal distribution of the Gyeonggi local currency "Suwon Pay" from November 24 to December 12, 2025.
The crackdown will target violations of the Local Gift Certificate Act, including: ▲ receiving or exchanging gift certificates without selling goods or providing services ▲ receiving or exchanging gift certificates for amounts exceeding actual sales ▲ franchisees operating in restricted business sectors ▲ merchants refusing to accept local gift certificates ▲ treating customers less favorably when paying with gift certificates compared to cash, among other infractions.
Suwon City will focus its crackdown on franchisees identified by the abnormal transaction detection system, as well as those reported by citizens.
Minor negligence will be addressed with on-site guidance, while businesses found to have illegally distributed local currency or violated compliance requirements will face administrative measures such as cancellation of franchise registration and imposition of fines. For illegal distribution cases, the city plans to request investigations by the relevant police station, taking into account the scale and severity of the violations.

An official from Suwon City stated, "Illegal distribution of local currency undermines trust in the local economy," and added, "We will establish an environment where local currency can be used fairly through thorough inspections and prompt corrective actions."
