Jeonbuk Province Implements 'Agricultural Disaster Countermeasures' Against Cold Waves and Heavy Snowfall
Operation of the Agricultural Disaster Situation Room Until March 15 Next Year
Jeonbuk Province will implement its 'Winter Agricultural Disaster Countermeasures' until March 15 next year, in response to the increased likelihood of sudden cold waves and heavy snowfall this winter.
According to the province on November 21, there were a total of 11 agricultural disasters in the Jeonbuk region last year, affecting an area of 14,700 hectares and requiring 47.2 billion won in restoration costs. Of these, winter disasters accounted for 3 cases, covering 1,704 hectares, with restoration costs amounting to 8.7 billion won.
The province will operate a Winter Agricultural Disaster Situation Room until March 15 next year, carrying out comprehensive management such as disseminating weather advisories, assessing damage situations, and supporting emergency restoration efforts.
When an alert is issued, initial response teams, disaster recovery teams, and livestock teams will switch to emergency mode and maintain a 24-hour response system. Through a cooperative network with cities and counties, the Korea Meteorological Administration, and relevant organizations, the province will continuously promote preemptive response measures and farmer safety, while strengthening information sharing.
Before entering the full-scale winter disaster period, the province has completed pre-inspections of 380 vulnerable greenhouse facilities and ginseng cultivation facilities, checking structures, thermal covers, and heating equipment to minimize on-site damage from heavy snow and strong winds. It has also promoted the installation of reinforcement supports for single-span greenhouses and the removal of shade nets to prevent facility collapse.
In preparation for winter agricultural disasters, the province is also strengthening preventive measures. By establishing the 'On-site Agricultural Disaster Survey System' based on NDMS at a cost of 390 million won, it aims to improve the efficiency and accuracy of damage assessments. The province is also implementing a 'Support Project for Reinforcement Supports' for single-span greenhouses vulnerable to heavy snow and strong winds, with a budget of 990 million won, to enhance facility safety.
In the event of actual damage, the province plans to promptly provide disaster relief funds such as crop replanting and pesticide subsidies, restoration costs for agricultural and livestock facilities, and livestock purchase subsidies, as well as pay out crop and livestock disaster insurance benefits, in order to minimize the management burden on farmers.

The province, cities and counties, and relevant organizations will work closely together to minimize damage to farmers and ensure swift restoration by focusing administrative resources."
