Dongjak District Achieves 94% Refund Rate for Nation’s First “Full Property Tax Exemption for Households with Multiple Children”
Refunds Issued for Paid Property Taxes,
Approximately 109 Million Won Returned
Dongjak District in Seoul (Mayor Park Ilha) is on the verge of achieving a 100% refund rate for its “Full Property Tax Exemption for Households with Multiple Children” policy, which was implemented for the first time in the country this past September. According to the district, as of November 19, the overall refund rate has surpassed 94%.
This policy was introduced to alleviate the financial burden on families raising multiple children and to create a more child-friendly environment. The district revised the “Dongjak District Local Tax Reduction Ordinance,” deciding to fully exempt property tax (principal) from 2025 to 2026 for households registered in Dongjak District, raising three or more minor children, and owning a single home within the district with a standard market value of 900 million won or less.
The district began the refund process in earnest on October 24 by sending out exemption notices. For households that had already paid property tax, guidance was provided via mail and KakaoTalk to ensure a prompt refund. In particular, the district introduced a non-face-to-face, easy application system using the “Local Tax Refund KakaoTalk Channel” to enhance convenience for residents.
As a result, refunds have been completed for 756 out of a total of 799 cases, amounting to approximately 109 million won. The district plans to achieve a 100% refund rate soon by continuing to contact the remaining households through phone calls, text messages, and reissuing notifications. The district expects that this exemption policy will not only provide tax benefits but also bring about positive changes in population policy.
