They signed the agreement to express their support for ensuring that the K-Culture Complex (K-Star World) continues to develop as a leading cultural industry in South Korea.
Recently, cultural video content produced in South Korea, such as K-pop, dramas, and movies, has gained worldwide popularity, making significant contributions to the country's national image and economy.
In line with this trend, Hanam City is pursuing the K-Culture Complex (K-Star World) as a strategic project to emerge as a new hub for the cultural industry in the Seoul metropolitan area. The complex will include a K-pop exclusive concert hall with a capacity of 20,000 to 30,000 people, a world-class video studio, and an academy.
Hanam City has continuously worked to ease regulations, resulting in a revision of guidelines by the Ministry of Land, Infrastructure and Transport, which now allows for the lifting of development restrictions when a water pollution prevention plan is established. In addition, at an emergency economic ministers' meeting chaired by the Deputy Prime Minister for Economic Affairs, it was announced that the administrative procedures required to promote development in the case of large-scale foreign investment would be reduced from 42 months to 21 months.
Furthermore, a research study conducted by an agency under the Ministry of Culture, Sports and Tourism evaluated Hanam City as the optimal location for a K-Culture cluster. The water pollution source management plan was submitted to the Ministry of Land, Infrastructure and Transport in April 2025 after consultation with the Ministry of Environment, and a response is expected in June, demonstrating that the project is progressing step by step without delays.
Through this agreement, major organizations in the broadcasting and entertainment sector, including the Korean Broadcasting Popular Artists Federation, agreed that the successful promotion of the K-Culture Complex (K-Star World), based on the K-Culture industry, would make a significant contribution to the development of South Korea's cultural industry.
Hanam City stated that it will continue to successfully promote the project by easing regulations and expediting administrative procedures. The city also plans to focus on developing an operational model that combines performances, video production, experiences, and tourism during the creation of the K-Culture Complex, as well as developing a model that will allow entertainers who are directly involved in production to benefit.
Yoo Seungbong, Chairman of the Korean Broadcasting Popular Artists Federation, said, "After visiting the site, I confirmed that the K-Culture Complex, K-Star World, being promoted by Hanam City, is an excellent and highly executable project. Once K-Star World is established and the expertise of popular artists is added, it will become a world-class center for creative and performance activities. We will continue to cooperate in various ways with Hanam City to advance the cultural video industry."
