The Cheongbaek Volunteer Service Award is the highest honor bestowed upon local public officials who have contributed to the development of their communities with integrity and a spirit of service. It is jointly organized by the Ministry of the Interior and Safety and JoongAng Ilbo, and sponsored by JTBC and NH Nonghyup Bank. Established in 1977, the award annually selects one grand prize winner and seven main award recipients from among local public officials at grade 5 or below nationwide.
Team Leader Jeong is recognized as a hands-on expert who, over his 21-year career as a civil engineering public official, has led Yangju City’s core strategic projects such as urban development, industrial complex creation, and urban planning.
In particular, he is credited as a key figure in successfully attracting a large-scale, innovative public hospital for northeastern Gyeonggi Province and the Gyeonggi Northern Technovalley, thereby laying the foundation for Yangju City’s future growth.
During the process of attracting the public hospital, he organized a citywide promotion committee and took the lead in building public consensus, securing signatures from 230,000 citizens-82% of Yangju’s population.
For the Technovalley project, he oversaw the entire process over four years and three months, from feasibility studies to lifting development restrictions and obtaining industrial complex approval, playing a decisive role in establishing a hub for the industrial economy of northern Gyeonggi Province.
Additionally, Team Leader Jeong achieved outstanding results in urban development, including securing a site for the Gyeonggi Northern Early Childhood Experience Education Center by lifting the designation of substitute farmland within a residential district-the first such case in the country-and leading the designation of the Jangheung (Samhari) public residential district (300,000 pyeong) after three years of effort.
Team Leader Jeong said, "I simply fulfilled my duties as a public official for the development of Yangju City, so I am honored to receive such a prestigious award. This recognition is thanks to the dedication of my seniors, juniors, and colleagues who have always worked and deliberated together." He added, "I will continue to do my best to realize warm and tangible administration that citizens can truly feel, without losing my original commitment."
