Since being re-designated as a lifelong learning city in 2021, Donghae City has focused on strengthening citizens’ capabilities by promoting 15 projects in four areas: building smart learning city infrastructure, revitalizing customized lifelong learning, strengthening lifelong education networks, and establishing an environment-based foundation for lifelong education.
In particular, the city has worked to realize a "city where anyone can learn, anywhere" by expanding lifelong education for people with disabilities, supporting learning clubs, and operating credit bank system programs.
This mid-to-long-term plan aims to present a five-year blueprint for the future of the lifelong learning city from 2026 to 2030 based on these achievements. With the vision of "Donghae City, a lifelong learning city that learns, shares, and leaps into the future together," the plan proposes to build a collaborative lifelong learning system and realize a city of learning, sharing, and growth. It will include four major strategies and objectives, as well as 23 specific action tasks.
The city plans to finalize the plan in November, reflecting the discussions from the final report meeting, and to implement the projects in phases starting in 2026.
