Enactment of the Life Respect Ordinance
The ordinance bill on suicide prevention and the creation of a culture that respects life in Daegu Jung-gu, proposed by Hyo-rin Kim, a member of the Daegu Jung-gu Council (Seongnae 2·3-dong, Daesin-dong, Namsan 2·3·4-dong), passed the plenary session of the 308th extraordinary meeting on October 27, 2025.
This ordinance was established to create a systematic response system to protect residents' lives and build a healthy local community, as the risk of suicide increases due to economic and social factors.
The ordinance contains comprehensive and specific measures for suicide prevention. In particular, it mandates the annual establishment and evaluation of a district-level suicide prevention implementation plan tailored to the circumstances of Jung-gu. It also specifies the operation of a suicide prevention center through the mental health welfare center or a private consignment agency, providing a legal basis for practical on-site response.
Hyo-rin Kim stated, "I wanted to create a safety net in which the local community works together to protect lives so that no one is driven to make an extreme choice," and added, "I hope that the enactment of this ordinance will help the value of respecting life take root throughout our society."

Kim further emphasized, "I will continue to work so that the district office, relevant agencies, and the local community can cooperate closely to create an environment where residents experiencing mental difficulties can more easily receive help."
