Paju City in Gyeonggi Province announced on October 23 that, starting January 1, 2026, all fees for civil documents issued through unmanned civil service issuance machines within the city will be fully waived.

View original imageThis measure follows the final approval of the amendment to the "Paju City Ordinance on the Collection of Fees for Certificates and Other Documents" at the 259th temporary session, second plenary meeting, held on October 22.
This ordinance revision is part of a policy initiative to improve citizens' access to civil services and enhance everyday convenience. As a result, all Paju residents will be able to obtain various certificates from unmanned civil service issuance machines without any additional fee.
The city will fully waive fees for 122 types of civil documents available through unmanned issuance machines. However, real estate registration certificates issued via the Supreme Court’s network are excluded. Previously, only certain groups such as recipients of the National Basic Livelihood Security Program, independence patriots and their families, veterans, 5·18 Democratization Movement patriots and their families, and special mission patriots and their families were eligible for fee reductions or exemptions. With this new measure, a larger number of citizens are expected to conveniently obtain civil documents without financial burden.
When using the unmanned issuance machines, users can choose either fingerprint authentication or a mobile ID for identity verification. If fingerprint recognition is difficult, re-registration can be requested at any administrative welfare center nationwide. In this case, if the current resident registration card is returned, a new card will be reissued free of charge.
Kim Kyoungil, Mayor of Paju, stated, "Through this fee waiver policy, we aim to reduce the financial burden on citizens and alleviate congestion at civil service counters, while also making services more accessible during nights, holidays, and outside regular working hours. We will continue to expand practical, citizen-centered civil services that people can truly feel in their daily lives."

Currently, Paju City operates a total of 45 unmanned civil service issuance machines at 40 locations, 27 of which are available 24 hours a day, year-round. Detailed locations and operating hours of the machines can be found on the Paju City Hall website and the Government24 website.
