NIRS Information System Recovery Rate Surpasses Half... 52.6% Restored
Restoration of the "e-Haneul Funeral Information System" Begins Tomorrow
Data Storage Devices in Seven Data Centers Fully Restored... Recovery Efforts Expected to Accelerate
More than half of the government’s IT systems that were disrupted by the fire at the National Information Resources Service (NIRS) Daejeon headquarters have now been restored.
On October 20, Yoon Hojoong, head of the Central Disaster and Safety Countermeasures Headquarters (and Minister of the Interior and Safety), stated during opening remarks at a headquarters meeting held at the Government Complex Seoul, “The overall recovery rate for government administrative information systems has surpassed 50%, and the recovery process is now entering a gradual restoration phase.”
According to the Central Disaster and Safety Countermeasures Headquarters, as of 9 a.m. on October 20, 373 out of a total of 709 government administrative information systems that had been paralyzed due to the fire at the National Information Resources Service had been restored. The recovery rate stands at 52.6%.
The recovery rates for the first- and second-priority systems, which are closely tied to citizens’ daily lives, are 77.5% and 64.7%, respectively.
On October 17, the “Integrated Management System for Organs, Tissues, and Blood” (Ministry of Health and Welfare) was restored, normalizing the management of donations and transplants for organs, human tissues, and blood, including matching organ donors with transplant recipients for critically ill patients.
The “Social Welfare Facility Information System” (Ministry of Health and Welfare) and the “Rescue and Life Safety Activity Information System” (National Fire Agency) have also been restored, enabling the normalization of integrated management work for social welfare facilities nationwide, as well as dispatch management for life safety tasks such as rescue operations and removal of beehives. Systems directly related to public safety and daily life are being prioritized for restoration.
Starting October 21, the “e-Haneul Funeral Information System” will be restored, allowing online crematorium reservation applications to be used normally again.
Yoon stated, “The restoration of storage (data storage devices) in seven data centers has been completed. With the foundation for data recovery now secured, we expect the system restoration process to gain significant momentum.”
Currently, there are 33 unrecovered systems among the first- and second-priority categories (9 first-priority, 24 second-priority). The Central Disaster and Safety Countermeasures Headquarters reported that alternative service methods have been secured and are being provided for all of these systems. To minimize inconvenience for the public until full restoration is achieved, the government will continue to monitor and manage the provision of alternative services, including temporary websites, substitute online systems, and phone or in-person service counters.

Yoon emphasized, “Even during the remaining restoration process, we will prioritize service safety and data preservation above all else. As the recovery period is prolonged, please pay close attention to working conditions and ensure that no safety accidents occur due to overly aggressive schedules.”
