Goyang City Selected for 'Gwansan District Comprehensive Disaster Prevention Project'... Secures 35.2 Billion Won in National and Provincial Funding
Full-Scale Implementation of Comprehensive Disaster Prevention Projects
Including River Restoration and Installation of Unmanned Drainage Pump Stations
Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on October 16 that the Gwansan District has been finally selected as a new project site in the 2026 Comprehensive Disaster Prevention and Restoration Project for Flood-Prone Living Zones, organized by the Ministry of the Interior and Safety.
The Gwansan District has experienced repeated flooding damage during heavy rainfall, as farmland and residential areas are concentrated in low-lying areas near rivers. This has posed an ongoing threat to the lives and property of local residents.
Accordingly, since 2022, the city has designated and managed the Gwansan District as a flood risk area under its comprehensive natural disaster risk reduction plan.
From early this year, the city swiftly conducted a feasibility study and promptly completed administrative procedures, such as designating and officially announcing the area as a natural disaster risk zone. Through these efforts, the city proactively responded to the call for proposals for the comprehensive disaster prevention and restoration project.
The comprehensive disaster prevention and restoration project for flood-prone living zones is a national policy initiative that aims to enhance the effectiveness and sustainability of disaster prevention. It does so by moving away from the traditional approach of focusing on individual infrastructure and instead implementing region-specific, comprehensive restoration measures that cover rivers, drainage pump stations, pipelines, slopes, and the entire living area. Through this project, the city plans to establish a more systematic and fundamental foundation for disaster prevention.
With the selection of this project, the city has secured 35.2 billion won in national and provincial funding, which accounts for 75% of the total project cost of 46.9 billion won. Starting in 2026, the city will implement comprehensive, region-based disaster prevention projects, including river restoration, bridge reconstruction, installation of unmanned drainage pump stations, and slope stabilization. During the river restoration process, the city also plans to consider the creation of resident-friendly waterfront facilities.
Mayor Lee Donghwan of Goyang Special City stated, "The selection of the Gwansan District for this project is the result of our disaster prevention policies, which have prioritized citizen safety above all else. We will continue to actively secure national and provincial funding so that large-scale disaster prevention projects can proceed without delay, and we will consistently pursue effective safety policies to protect the lives and property of Goyang citizens."

Meanwhile, since the launch of the 8th popularly elected administration, the city has promoted disaster prevention projects totaling 189.4 billion won, including improvements to five natural disaster risk zones such as the Gwansan and Jangwol Districts, as well as the Tanhyeon stormwater runoff reduction facility project. Of this amount, 138.5 billion won has been secured from national and provincial funds.
