Haenam County Launches Public-Private Council to Accelerate 600MW Solar Energy Cluster Project
Launching Korea's First 'Reclaimed Land Renewable Cluster' Model
Pursuing an 'Energy Coexistence Model' with Resident Participation and Profit Sharing
Haenam County in South Jeolla Province has officially launched a large-scale renewable energy project. On September 30, a launch ceremony for the 'Haenam Sani Floating District Renewable Energy Cluster Public-Private Council' was held in the main conference room of Haenam County Office, establishing a cooperative system that brings together local residents, experts, and government officials.
This public-private council is led by a civilian co-chair and consists of 25 members, including officials from South Jeolla Province and Haenam County, representatives of local residents, members of agricultural cooperatives, and experts. The goal is to create a 600MW-scale solar energy cluster on 803 hectares of reclaimed land in the Sani-myeon Budong District.

View original imageThe council will serve as a practical forum for discussions on project planning, gathering residents' opinions, devising profit-sharing measures, and developing strategies for regional co-prosperity. The project operator, to be selected through an open competitive bidding process, is expected to invest approximately 1 trillion won to begin full-scale development of the cluster.
The county also plans to establish an institutional foundation by enacting the 'Ordinance on Sharing Profits from Renewable Energy Development,' enabling residents to actively participate in the project and share in its profits.
The electricity produced will be supplied first to Solaseado Corporate City, Haenam County's RE100-designated industrial complex. This is expected to further accelerate Haenam's RE100 national industrial complex initiative and have a positive impact on revitalizing the local economy.

County Governor Myeong Hyun-gwan stated, "This is the first time Haenam is creating a large-scale renewable energy cluster on reclaimed land," expressing his ambition to "develop it into a standard model for the great transformation of Korea's rural areas, leading the way in responding to climate change and fostering new growth industries." He added, "We will create a nationwide best-practice case so that the beneficiaries of the energy transition will be local residents and rural communities."
