On October 1, Chuncheon City in Gangwon Province (Mayor Yook Donghan) held the "Chuncheon City AI Great Transformation Vision Proclamation Ceremony and Forum" at the Chuncheon ICT Venture Center and officially announced its vision of "AI Chuncheon, World-Class Chuncheon."

View original imageThe event was attended by more than 100 people, including Chuncheon Mayor Yook Donghan, Hallym University President Choi Yanghee, Korea Research Institute for Local Administration President Yook Dongil, Chuncheon Office of Education Superintendent Jang Jin-ho, Chuncheon City Council Chairman Kim Jinho and council members, who came together to share Chuncheon's future vision for AI.
During the first part of the event, the vision proclamation ceremony, Chuncheon City presented three major strategies with the goal of becoming "the nation's leading AI city": "Robust Industry with AI," "Promising Education with AI," and "Warm Administration with AI."
In the industrial sector, the city will promote the transition of industrial complexes to AI, establish an AX demonstration industrial complex, and drive the convergence of AI with strategic industries. Additionally, six key action plans were presented: supporting AI companies and scaling up, strengthening globally connected industrial ecosystems, and building an AI-RE100 industrial model, among others.
In the education sector, the city plans to become a "hub city for nurturing AI talent" through initiatives such as AI talent development programs in collaboration with local universities, supporting youth entrepreneurship through the AI Practical Academy, providing inclusive digital education for seniors and vulnerable groups, and hosting creative competency competitions for the AI-driven future generation.
In the administration sector, the city will expand citizen-oriented AI services, operate an AI Living Lab as a testbed for solving urban issues, and advance its AI-based civil complaint system and website.
The second part of the forum, under the theme "AI+Chuncheon, Opening the Standard for Future Cities," featured keynote speeches and discussions by the nation's top experts.
In his keynote speech, Hallym University President Choi Yanghee emphasized the need for bold policies such as providing generative AI services to all citizens and offering housing support to attract AI talent, as well as building an AI ecosystem involving citizens, administration, businesses, and academia.
Han Sangki, CEO of Tech Frontier and one of Korea's leading AI experts, stated in his presentation that the top priorities should be redefining AI governance, securing AI-friendly public data, and strengthening practical AI capabilities. He stressed the need for a fundamental transformation into an "AI-based city," rather than simply adopting AI, as exemplified by Hangzhou, China.
During the panel discussion, Seo Byungjo, President of the Gangwon Information and Culture Industry Promotion Agency, served as moderator. Panelists included Ji Yonggu, Head of the Growth Industry Division at Douzone Bizon (industry sector); Kim Hongrae, Professor at Chuncheon National University of Education (education sector); and Lee Soyoung, Vice President of the Korea Research Institute for Local Administration (administration sector), who engaged in an in-depth discussion on Chuncheon's AI future strategies.

View original imageJi Yonggu suggested that Chuncheon should leverage its water-thermal energy and bio-ICT cluster to establish a national AI data center and open data hub, thereby growing into a key hub for national AI infrastructure.
Kim Hongrae proposed strengthening AI literacy education for all citizens and setting up AI experience centers in everyday spaces to realize an inclusive AI city that coexists with people.
Lee Soyoung emphasized the need to discover tangible AI public services in citizen-centric areas such as taxation, civil complaints, and welfare, as well as to enact ordinances to ensure the safe use of AI.
