The second-term committee is organized into three divisions: Future City (Industry and Economy), Happy City (Culture, Tourism, Health, and Welfare), and Vibrant City (Urban Space and Rural Areas). Each division plans and carries out independent research projects tailored to local issues and shares the outcomes through policy discussions and forums.
Song Kyungchang, Director of the Gyeongsangbuk-do Economic Promotion Agency, leads the committee as chairperson, overseeing overall operations and enhancing research effectiveness through inter-division collaboration and linkage with the Gumi Policy Development Center. The Gumi Policy Development Center, under the Industry-Academic Cooperation Foundation of Kumoh National Institute of Technology, is responsible for designing strategic research aligned with municipal policy directions and connecting each division's activities with administrative functions.
