Gwangmyeong City Ranks First Nationwide in First Half Fiscal Execution Evaluation
Execution Rate Reaches 154% of Target
Proactive Fiscal Spending for Public Stability
Gwangmyeong City in Gyeonggi Province was evaluated as the most proactive city-level local government in the country in terms of fiscal execution during the first half of this year.
On September 23, Gwangmyeong City announced that it ranked first among all cities nationwide in the Ministry of the Interior and Safety's "2025 First Half Fiscal Execution Evaluation," securing a special grant of 80 million won.
This evaluation divided 243 local governments nationwide into five groups-metropolitan cities, provinces, cities, counties, and autonomous districts-and comprehensively assessed their achievement of budget execution targets and quarterly consumption and investment performance to evaluate each local government's contribution to regional economic recovery.
In the first half of the year, the city executed 377.2 billion won, achieving an execution rate of 154% compared to its rapid execution target of 244.9 billion won. In the second quarter, it also surpassed its consumption and investment target of 91.5 billion won by executing 98.2 billion won, achieving a performance rate of 107%.
Previously, the city was selected as the "Best City/County" in the first quarter rapid execution evaluation and secured a special grant of 100 million won. In the Gyeonggi Province first half rapid execution evaluation, it also ranked first among 31 cities and counties, receiving a special adjustment grant of 2 billion won.
The city explained that operating the "Rapid Execution Task Force," headed by the deputy mayor, contributed to these strong results. Through this, the city closely analyzed the execution performance of all departments and systematically managed underperforming projects with a comprehensive budget execution management system.
